A compliance matrix is a working document bid teams use to map every requirement, question and mandatory item in an ITT against exactly where and how it is addressed in the tender return. It is a practical tool for avoiding missed requirements and demonstrating a methodical, compliant approach to a public buyer.
What a compliance matrix usually contains
At its simplest, a compliance matrix is a spreadsheet listing every clause, question or requirement from the ITT documents in one column, with further columns for how the bid addresses it, where in the submission it appears, and who is responsible for drafting that answer.
For complex procurements involving a specification, evaluation questions and contract terms, the matrix can extend across all three, helping ensure nothing buried in dense background text is overlooked.

Why buyers value seeing compliance evidence
