Quality Threshold
A minimum quality score you must reach before price is opened.
A quality threshold is a minimum score, set by the buyer and stated in the ITT, that a bidder's quality response (overall or per question) must achieve to remain eligible for award, regardless of price or other scores. Falling below the threshold typically results in disqualification even if other parts of the bid are strong.
How thresholds are commonly applied
Thresholds can be set at the overall quality score level (for example, an average of at least 2.5 out of 5 across all quality questions) or at individual question level (a minimum of 2 out of 5 on each question), and the two produce different risk profiles for bidders.
A whole-submission threshold allows strong answers to compensate for one weaker one, whereas a per-question threshold means a single poorly answered question can eliminate an otherwise excellent bid.
Managing threshold risk in bid preparation
Because failing a threshold can eliminate a bid entirely, quality assurance review should specifically check whether any individual answer risks falling below the stated minimum, not just whether the bid reads well overall. Weaker sections, often those written by less experienced staff or added late, deserve extra review time precisely because they carry disqualification risk.

- What happens if I fail to meet a quality threshold?
- The bid is typically disqualified from the competition at that point and not evaluated further, including on price, regardless of how strong the rest of the submission is. The buyer should confirm this consequence clearly in the ITT.
- Is a quality threshold the same as pass/fail scoring?
- They are closely related; a quality threshold is essentially a pass/fail gate applied to a graded score rather than a binary compliance item. Both have the same practical effect: falling short removes the bid from further consideration.
- Can a low-weighted question still eliminate my bid under a threshold?
- Yes, if the threshold is applied per question rather than overall. A 5%-weighted question can still disqualify an otherwise excellent bid if it falls below the stated minimum score, so low weighting does not mean low risk under a per-question threshold.
