Self-Cleaning

Evidence that you have fixed the issue behind an exclusion ground.

Self-cleaning is the process by which a supplier demonstrates to a public buyer that, despite a past issue that could trigger exclusion, it has taken sufficient corrective action to be trusted with a new contract. Evidence typically covers what happened, who was responsible, what changed, and how recurrence is prevented.

What good self-cleaning evidence looks like

Buyers generally look for a clear, honest account of the issue rather than minimisation, concrete remedial actions already taken (not just promised), and evidence that responsible individuals have been dealt with appropriately, such as removal from relevant duties.

Generic assurances ('we take this very seriously' with no detail) rarely satisfy buyers. Specific, dated actions with named owners and, where relevant, independent verification (audits, new certifications, compensation paid) carry far more weight.

Where self-cleaning fits in the tender process

Self-cleaning evidence is usually submitted in response to the Selection Questionnaire or equivalent exclusion questions, before detailed evaluation. It is assessed by the buyer, not simply accepted, and the same evidence may need refreshing for future bids as circumstances or time elapsed change.

Does self-cleaning guarantee I won't be excluded?
No. Self-cleaning evidence is assessed by the buyer's judgement, particularly for discretionary grounds; for mandatory grounds the threshold is generally higher and, depending on the ground, may not be capable of being overcome at all within the relevant time period.
What documents should I prepare for self-cleaning?
A written narrative explaining the issue, dates and root cause, evidence of actions taken (policy changes, training records, new controls), any compensation paid, and details of personnel changes where relevant. Keep it factual, specific and verifiable rather than promotional.
Can I submit self-cleaning evidence proactively before being asked?
Yes, and it is often wise to do so if you know a Selection Questionnaire will ask about a known issue. Presenting it clearly and early demonstrates transparency and gives the buyer confidence rather than looking like something you tried to hide.
