A practical guide to understanding what the buyer really wants and how to build a winning response.

They're not just buying software: they're buying efficiency

If there's one thing that stands out in this tender, it's the focus on improving efficiency and data visibility for Durham County Council's Highway Network Management Team.

Yes, they need a Digital Road Management Platform. But what they're really buying is a tool that will streamline operations, improve service delivery and integrate seamlessly with existing systems.

The contract covers developing and implementing a platform that supports both office-based and field-based operations while integrating with the Department for Transport's Street Manager system.

Think about the users, not just the technology

The system will primarily be used by highway network management officers, traffic engineers, inspectors and support staff.

These are the people who will rely on your platform every day.

They need something intuitive and reliable.

Think about how your solution can make their lives easier, not just how it ticks technical boxes.

Don't just promise innovation. Show it.

Every bidder will claim their platform is innovative.

What will set you apart is evidence.

Show past projects where your technology improved efficiency and data visibility.

Provide examples of how your platform has integrated with other systems, particularly in the public sector.

Remember the integration requirement

The platform must link into the Department for Transport's Street Manager system.

This isn't a minor detail. It's a fundamental requirement.

Your response should clearly explain how this integration will work.

Include technical details and timelines to reassure the Council that you understand the complexity involved.

Pay attention to what they say

Durham County Council is clear that the platform is for management, coordination and oversight.

It's not about replacing the Council's existing responsibilities like permit approvals or inspections.

Focus your response on how your platform supports these specific functions.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

  • Case studies from similar projects
  • Testimonials from public sector clients
  • Metrics showing efficiency improvements

Longevity and support are key

This contract runs until June 2029, with the potential to extend to 2033.

The Council needs assurance that your platform will remain relevant and supported throughout this period.

Explain how you'll keep the platform updated and how your support services will work.

Show how you'll make life easier for the Council

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my platform simplifies processes for the Council.

Common mistakes

Avoid submissions that:

  • Focus only on technical specs without considering user experience
  • Ignore the integration with the Street Manager system
  • Lack evidence of past success in similar projects
  • Fail to explain how the platform will be maintained and supported
  • Overpromise on features that aren't relevant to the Council's needs
  • Use jargon without clear explanations
  • Assume the Council will adapt to the platform, rather than the other way around

My Final Thoughts

This tender is about more than technology. It's about supporting the Council's strategic network planning and operational delivery.

With a value of £600,000 over a minimum two-year term, quality is crucial. The Council wants a partner who can deliver a reliable, user-friendly system that integrates seamlessly with existing tools.

Keep reminding yourself of the real people using the platform.

Ask yourself, "Does this make their job easier?"

That's the key to winning this tender.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
