Think beyond the uniform

When I see a tender for manned security guard services, I look for what the buyer is really after.

It's not just a uniformed presence.

It's peace of mind.

For Durham County Council, this means keeping their depots secure, day in and day out.

Your job is to show how you’ll deliver that.

The contract covers four sites: Chilton Depot, Hackworth Depot, Meadowfield Depot and Morrison Busty Depot.

Each with different needs and possibly changing requirements.

Pay attention to what they say

Durham County Council is clear about one thing.

Flexibility.

They need a contractor who can adapt to different service requirements and working hours.

This isn't about a one-size-fits-all approach.

It's about tailoring your services to each depot's unique needs.

That's a crucial point to emphasise in your submission.

Don't just promise flexibility. Prove it.

One thing I noticed when I worked in the public sector was that promises of flexibility are common.

Evidence is not.

So, how can you prove it?

  • Present case studies where you've successfully adapted to changing requirements
  • Show examples of how you manage different site needs simultaneously
  • Provide testimonials from clients praising your ability to adapt

Evidence always beats promises.

Understand the real risks

Security isn't just about stopping intruders.

It's about understanding the risks specific to each site.

That might include theft of materials, vandalism or unauthorised access.

Show you know what these risks are.

And demonstrate how your approach specifically addresses them.

Remember the human element

At the end of the day, it's about people.

The staff at these depots need to feel secure.

If I were writing this tender, I'd highlight how my guards interact with site personnel.

Professionalism, approachability and communication.

Those qualities matter just as much as the ability to respond to an incident.

Staffing is key

You're not just supplying guards.

You're supplying reliable, trained professionals.

How do you ensure consistency in staffing?

What happens if someone calls in sick?

I'd want to see exactly what happens in those scenarios.

Show how you'll make life easier for the Council

Every contract creates work for the client.

The best contractors reduce that workload.

Explain your management processes.

How do you handle scheduling, reporting and communication with the Council?

Consistency over the whole term

This contract isn't just a short-term engagement.

It runs from February 2027 to January 2029, with an extension option to 2031.

How will you maintain standards over time?

Talk about recruitment, training and performance reviews.

Consistency is the hardest thing to deliver.

One thing I'd keep reminding myself

Security is a 24/7 responsibility.

And the Council is trusting you with that responsibility.

Every decision you make should pass this test: Does it make the depots more secure?

Common mistakes

Avoid submissions that:

  • Overlook the individual needs of each depot
  • Rely solely on generic promises without evidence
  • Ignore the importance of staff interaction with depot personnel
  • Fail to address how you handle staffing challenges
  • Lack a clear plan for maintaining standards over the contract term
  • Miss the need for flexible and adaptable service delivery

Durham County Council isn't just buying manned security services.

They're investing in peace of mind and reliability across their depots.

With a contract value of £1,000,000 and a potential term extending to 2031, it’s crucial that you demonstrate not only flexibility but also consistency over the years.

Quality matters as much as price.

Your submission should reflect that balance, focusing on evidence of your ability to adapt and maintain high standards.
