A practical guide to understanding what the buyer really wants and how to build a winning response.

The biggest clue in this tender isn't the software

When I look at this opportunity from Durham County Council, one priority stands out.

Their "cloud first" strategy.

They're not just replacing software. They're transforming how they manage audits.

If your response focuses solely on software features, you'll sound like every other bidder.

The contract covers the replacement of their existing on-premise Internal Audit Management Software with a cloud-based solution. The term runs from 31 March 2027 to 31 March 2030, with the option to extend to 31 March 2033.

Think about the Council's transition

Moving from an on-premise to a cloud-based system isn't just about technology.

It's about change management.

If I were evaluating bids, I'd want to know how you can support the Council during this transition.

Consider:

  • How intuitive is your system for users familiar with different software?
  • What training will you provide to ensure a smooth transition?
  • How will you minimise disruption to existing audit processes?

Pay attention to what they say

Durham County Council is clear about their "cloud first" strategy.

That means they're looking for more than just a system replacement.

They want a partner who can help them embrace cloud technology.

In your submission, show how your solution aligns with their strategy and what advantages it brings.

Don't just promise reliability. Prove it.

Every bidder will claim their system is reliable.

But evidence always beats promises.

Showcase real-world examples that demonstrate:

  • Successful transitions from on-premise to cloud
  • Long-term reliability and uptime statistics
  • Testimonials from other public sector clients

Remember the people using your system

Yes, this is a technology contract.

But it's also about people.

The staff who'll use this new system every day need to feel confident and supported.

I'd focus on:

  • User-friendly design and experience
  • Support services available during and after implementation
  • How feedback will be gathered and acted upon to improve user experience

How will you maintain standards over the term?

Consistency is key over the contract's duration.

Durham County Council needs assurance that standards won't slip after the initial implementation.

Think about:

  • Regular performance reviews and system audits
  • Ongoing training and support for new users
  • How updates and improvements will be communicated and managed

Evidence always carries more weight than promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

One thing I'd keep reminding myself

This contract isn't just about software.

It's about supporting Durham County Council's strategic goals.

I'd keep asking: "How does this help the Council achieve their 'cloud first' strategy?"

If every part of your response can answer that question, you're on the right track.

Common mistakes

Avoid submissions that:

  • Focus solely on software features without addressing the transition process
  • Ignore the Council's "cloud first" strategy
  • Lack evidence of successful cloud implementations
  • Overlook user training and support
  • Fail to demonstrate how standards will be maintained over the contract term
  • Neglect to show how feedback will be used to improve the system
  • Provide generic solutions rather than tailored responses
  • Assume reliability without evidence

My Final Thoughts

Durham County Council isn't just buying software.

They're looking for a partner on their journey to a cloud-based future.

With a contract value of £170,000 and a potential term of up to six years, it's crucial that your submission reflects their strategic goals.

Quality will be key here — make sure your written submission highlights how you will deliver real, tangible benefits to the Council's operations.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
