A practical guide to understanding what the buyer really wants and how to build a winning response.

The real focus isn't just the engineering

When you read through this tender, you might think it's all about engineering expertise.

And yes, the engineering is crucial.

But what's really at the heart of this contract is safety and reliability.

Guy's and St Thomas' NHS Foundation Trust is looking for someone to ensure their medical gas pipeline systems are safe and compliant over the long term.

This contract covers a duration from January 2027 to January 2032, with the possibility of extending to 2034.

That's a long time to maintain standards.

Think about the critical importance of medical gases

Medical gases aren't just utilities.

They're lifelines.

Oxygen, nitrous oxide, medical air — these gases are critical for patient care.

If I were evaluating bids, I'd want to know how you ensure these pipelines remain fully operational at all times.

How do you manage risks associated with maintenance and servicing?

What preventive measures do you have in place?

Don't just promise compliance, prove it

Every bidder will likely say they can ensure compliance.

But how will you prove it?

Evidence always beats promises.

Think about including:

  • Accreditation and qualifications
  • Examples of previous similar projects
  • Testimonials from NHS Trusts
  • Audit reports demonstrating compliance

Pay attention to what they say

The Trust has made it clear that they're seeking a partnership.

Not just a service.

They need someone who will work collaboratively with their teams to ensure the safety of patients and staff.

This means your response should highlight how you foster teamwork and communication.

Managing continuity over the entire term

Consistency is key here.

How will you manage staffing over a term that could extend to eight years?

I'd want to see plans for covering absences, maintaining expertise and ensuring knowledge transfer.

This isn't about one-off fixes.

It's about sustained high performance.

Remember the people behind the pipelines

It's easy to get lost in the technical details.

But remember, this is about the people relying on those pipelines.

Doctors, nurses, patients — they're all depending on the reliability of your work.

I'd keep reminding myself of this when writing the bid.

Show how you'll make life easier for the Trust

Every contract creates work for the client.

The best contractors reduce that workload.

Explain how your processes and systems will simplify management for the Trust.

Think about how you can prevent issues before they arise.

Evidence of your track record

One thing I noticed when I worked in the public sector was the difference a proven track record makes.

If you have previous experience with NHS Trusts, highlight it.

Show how your past work has delivered results.

Common mistakes

Avoid submissions that:

  • Overlook the importance of collaboration with Trust teams
  • Focus solely on technical details without addressing safety and reliability
  • Neglect to provide evidence of compliance and qualifications
  • Fail to outline a plan for staff continuity over the contract term
  • Ignore the end-users of the medical gas systems
  • Promise more than you can deliver
  • Lack specific examples of past relevant projects

My Final Thoughts

Guy's and St Thomas' NHS Foundation Trust is not just looking for engineering services.

They're searching for a partner who can ensure the safety and reliability of their medical gas systems.

This contract is valued at £140,000 and spans five years, with potential extensions.

The emphasis on safety, collaboration and long-term reliability means that your written submission is crucial.

Make sure it reflects these priorities.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
