A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about the air, not the units

When you think about this contract, it's easy to focus on the mechanics. After all, it's about Air Handling Units (AHUs) and their planned preventative maintenance (PPMs).

But if I were evaluating bids, I'd want to know how your work will keep the air quality consistent and reliable across the West Suffolk NHS Foundation Trust.

Yes, you're maintaining equipment. But the real outcome is the air quality for patients, staff and visitors.

The contract covers maintaining air handling units to ensure optimal performance, crucial for the hospital's environment.

Pay attention to what they say

The Trust is clear about their priorities in this tender.

They need reliable PPMs to avoid unplanned downtime and ensure consistent air quality.

This isn't just about ticking maintenance boxes. It's about providing a proactive service that prevents issues before they arise.

They've earmarked £160,000 for this, so they'll expect value for every pound.

Reliability beats everything

In a hospital setting, reliability is non-negotiable.

Think about it. If an AHU fails, it could compromise patient safety.

I'd focus on demonstrating your track record of reliability. How have you ensured zero disruptions in similar settings?

Evidence always beats promises.

Consider including:

  • Case studies showing reduced downtime
  • Client testimonials about your reliability
  • Data on response times and issue resolution

Don't let the term fool you

This contract might initially seem short at one year, with a possible extension.

But remember, consistency over time is what they'll look for.

How will you maintain standards from day one to the potential second year?

I'd outline plans for regular inspections and performance reviews, and explain how you'll handle staff absences and recruitment to keep your service uninterrupted.

Remember the hospital environment

Hospitals are unique. The stakes are high, and the environment is sensitive.

You'll need to show you understand the complexities of working in this setting.

How will you ensure your team respects patient privacy and minimises disruption?

I’d want to see training programmes that cover hospital protocols and sensitivity.

Make life easier for the Trust

Every service should aim to reduce the client's workload.

How will your processes make life easier for the Trust's maintenance team?

I'd suggest showing how your reporting and communication systems keep them informed without them having to chase you.

Think long-term value, not just cost

The Trust isn't obliged to accept the lowest price. This means they're looking for value for money.

How does your service offer better long-term value?

Emphasise efficiency improvements, equipment longevity and any innovations that enhance service delivery.

Evidence over promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service. Very few proved it.

If you have evidence, use it.

What have you done in similar contracts that demonstrates your capability?

Common mistakes

Avoid submissions that:

  • Focus solely on technical specifications
  • Ignore the importance of reliable air quality
  • Lack evidence of reliability in similar environments
  • Fail to address hospital-specific challenges
  • Overlook long-term service consistency
  • Provide generic answers without context
  • Neglect to show how you'll make the Trust's life easier
  • Assume low cost is the primary decision factor

My Final Thoughts

Ultimately, the Trust is looking for a partner who can ensure that their air handling systems support a safe and comfortable environment for everyone in the hospital.

With a contract value of £160,000 and a duration starting on 4 January 2027, potentially extending to 3 January 2029, it's clear they value quality and reliability over just cost.

That quality carries weight. And it should be the cornerstone of your submission.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
