When I looked at this contract, one word stood out: independence.

Caerphilly County Borough Council isn't just looking for outreach services.

They're looking for a partner who can help rough sleepers become independent.

That's a big shift from just providing services.

The contract is about providing Housing Related Support (HRS) to help vulnerable individuals live independently in their communities. It's an outcomes-based service, which means you need to focus on the human and social outcomes, not just the service delivery mechanics.

Think about the people, not the process

If I were evaluating bids, I'd be keen to see how much you understand the people you're working with.

Rough sleepers.

Individuals with mental ill health or learning disabilities.

Those coming out of the criminal justice system.

The key is showing you can connect with them on a personal level.

Most bidders will talk about processes.

But the Council wants to know how you'll make a difference in people's lives.

Show how your approach is person-centred and enabling — doing with, not doing for.

Show your commitment to innovation

That means they don't want the same old methods.

If I were writing this tender, I'd explain how my approach goes beyond traditional outreach.

Think about using technology to enhance support.

Or new partnerships to extend reach.

Evidence of past innovations will speak volumes.

Don't just promise creativity. Prove it.

Pay attention to what they say

The notice is clear about the importance of early intervention and prevention.

They want to reduce demand on other services like Health and Social Services.

That means your service should work proactively.

Explain how you'll identify needs early and act before problems escalate.

The Housing (Wales) Act and Welsh Government's legislative agenda are your guides here. Show how your service aligns with these.

Remember the whole community matters

Your service doesn't operate in isolation.

It complements Health, Social Care and criminal justice services.

The Council wants a partner who understands the bigger picture.

How does your service fit into the wider community?

How do you build sustainable communities?

Every answer should reflect a holistic view.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver excellent services.

Very few proved it.

For this tender, evidence is key.

  • Case studies of past success
  • Testimonials from service users or partners
  • Metrics showing improved independence or reduced service demand

Use data to show your impact.

Think long-term savings, not short-term gains

This contract has a duration of four years, extendable to eight.

The Council is clear about wanting "efficient savings over a long period."

Your bid should show how you'll taper support as people become more independent.

Explain how you'll adapt and scale your services over time.

Long-term vision matters.

One thing I'd keep reminding myself

This service is all about people.

Whenever you're writing a section, ask yourself:

"How is this impacting the individuals we're supporting?"

Keep the focus on helping them gain confidence, skills and independence.

That's what will stand out to the evaluators.

Avoid submissions that:

  • Focus solely on service delivery without discussing outcomes
  • Lack evidence of past success or innovation
  • Don't show understanding of the wider legislative context
  • Fail to address how support will be tapered over time
  • Overlook the importance of early intervention
  • Ignore the holistic community view
  • Promise innovation without proven examples
  • Concentrate on short-term gains instead of long-term benefits

My Final Thoughts

Caerphilly County Borough Council is looking for a partner, not just a provider.

They're seeking someone who can help transform lives, not just deliver services.

With a contract value of £2,400,000 and a potential eight-year term, this is a significant opportunity. The emphasis is on quality, independence and community integration.

Your written submission should focus on these themes, showing how you'll deliver meaningful, sustainable outcomes.
