A practical guide to understanding what the buyer really wants and how to build a winning response.

It's not just about the food

When I look at this tender, the first thing that strikes me is the emphasis on the experience.

Yes, you're providing meals.

But the Birmingham Women's and Children's NHS Foundation Trust is looking for something more.

They're looking for a partner who can enhance the experience for patients, families, visitors and staff at Birmingham Children's Hospital and Birmingham Women's Hospital.

Think about it.

Food is just the beginning.

Think about what really matters

This isn't just about delivering food on time.

The Trust is clear about its priorities: improving health outcomes, reducing inequalities and delivering meaningful social value.

If I were evaluating bids, I'd be looking for how you plan to align your services with these goals.

You need to show that you're not just a catering provider but a partner in health and social improvement.

Pay attention to what they say

The buyer is explicit about wanting a long-term partner.

Not someone who just meets the minimum requirements.

They want a partner who shares their commitment to improvement.

Quality and social value aren't optional extras here.

They're central.

Don't just promise, prove it

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

Evidence always beats promises.

In this tender, I'd expect to see:

  • Testimonials from similar healthcare environments
  • Case studies showing improved patient satisfaction
  • Metrics on how you've reduced waste or improved efficiency
  • Examples of social value initiatives you've implemented

Consider the people you're serving

Remember who this service is for.

Children, women, families and the staff who care for them.

If I were writing this tender, I'd focus on the needs of these groups.

How do you cater to dietary requirements?

How do you ensure meals are appealing to children?

These are the details that will set you apart.

Show how you'll make life easier for the Trust

This is something I think suppliers often overlook.

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my management processes make life easier for hospital administrators.

Think long-term, not just about the contract

This contract runs until 2034, with an option to extend to 2037.

That's a long time.

The Trust is looking for a partner who can maintain high standards throughout the contract life.

I'd want to see exactly how you plan to manage staffing, adapt to changes in demand and keep pace with evolving dietary guidelines.

Sustainability and adaptability are key.

One thing I'd keep reminding myself

At the heart of this tender are people.

Real people with real needs.

I'd keep asking myself, "How does this decision impact the patients and staff?"

If you can answer that with confidence, you're on the right track.

Common mistakes

Avoid submissions that:

  • Focus solely on food quality and ignore the wider experience
  • Lack evidence of previous success in similar environments
  • Fail to address social value or health outcomes
  • Provide generic responses rather than tailored solutions
  • Overpromise without tangible plans or examples
  • Ignore the specific needs of children and families
  • Neglect long-term planning and adaptability
  • Overlook the importance of reducing administrative burden on the Trust

My Final Thoughts

What the Birmingham Women's and Children's NHS Foundation Trust is really looking for is a partner.

Someone who will not only provide excellent catering services but also contribute to their broader goals of health improvement and social value.

With a contract value of £15,000,000 and a potential term extending to 2037, this is a significant opportunity.

The emphasis on quality and social value means your written submission carries substantial weight.

Focus on evidence, long-term commitments and how you'll make a positive impact.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
