A practical guide to understanding what the buyer really wants and how to build a winning response.

It's not just about refurbishment

When you first glance at this tender, it might seem straightforward. A canteen refurbishment. But dig deeper. What the MHRA is really looking for is a transformation of their South Mimms site into a modern and functional catering environment.

The contract covers the staff restaurant, servery and associated kitchen facilities. It’s about creating a space where employees can relax, enjoy their meals and recharge. If you focus solely on the mechanics of refurbishment, your bid will sound like everyone else's.

Understand the importance of staff wellbeing

Think about the staff who will use this canteen daily. Their wellbeing is at the heart of this project. A well-designed, efficient space can significantly enhance their workday experience.

The MHRA wants a canteen that supports their employees’ health and productivity. So, your proposal should reflect an understanding of how your design and execution will contribute to a positive staff environment.

The buyer's focus on health and safety

Pay close attention to what the MHRA says about health and safety. They mention maintaining high standards throughout the contract. This isn't just a tick-box exercise.

If I were evaluating bids, I'd be looking for clear evidence of your commitment to health and safety. Not just policies, but real examples of how you've managed it on past projects. Site inspections, staff training records or incident reports. Evidence always beats promises.

Delivering quality and project management

The MHRA explicitly mentions high standards of quality and project management. These are two areas where you can set yourself apart.

Show them how you'll manage the project from start to finish, ensuring deadlines are met without compromising on quality. Talk about your project management processes, your team’s expertise and how you’ll keep everything on track.

Evidence of past success

One thing I noticed when I worked in the public sector was that every bidder promised great results. Very few proved it.

If you have case studies or testimonials from similar projects, use them. They’re invaluable. Demonstrate how you've successfully coordinated, supplied, installed and commissioned refurbishment works in the past.

Think about the people using the space

This isn’t just a refurbishment project. It’s about creating a space that people want to use. Think about the flow of the canteen, accessibility and how it will cater to different dietary needs.

I'd be asking myself, "How will this space improve the daily experience for staff?" That's what the MHRA will be thinking too.

Pay attention to what they say

The MHRA is clear about what matters to them. They want a modern, functional and high-quality catering environment.

Highlight how your design choices will meet these requirements. Talk about materials, finishes and how your approach aligns with their vision.

Consistency over the whole term

Consistency is crucial. It's not just about delivering a finished space. It's about maintaining standards throughout the project.

Think about how you'll manage absences or unexpected issues. Have a plan in place for staffing changes or supply chain disruptions. The MHRA needs confidence that your standards won't slip.

Common mistakes

Avoid submissions that:

  • Focus solely on aesthetics without considering functionality
  • Lack evidence of health and safety practices
  • Ignore the importance of staff wellbeing
  • Overlook the need for strong project management
  • Fail to demonstrate past success in similar projects
  • Neglect to consider the end-users of the space

My Final Thoughts

The MHRA is looking for more than just a refurbishment contractor. They're seeking a partner who understands the importance of creating a welcoming, efficient and safe environment for their staff.

The contract is worth £235,000 and runs from 14 December 2026 to 31 March 2027. This isn't just about securing a project. It's about delivering a space that meets the MHRA's high standards for quality and safety. With a strong focus on quality, your written submission needs to clearly demonstrate how you'll meet these expectations.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
