A practical guide to understanding what the buyer really wants and how to build a winning response.

The heart of this tender isn't just about meals

When I looked through this tender, I noticed something.

VIVID Housing isn't just looking for a caterer.

They're looking for a partner to enhance the lives of over 200 residents across four Extra Care schemes.

Meals are important, of course.

But this is about supporting independence, wellbeing and community connection.

The contract covers Abbey Court in Basingstoke, Campbell Place in Fleet and both Rowan Court and Surrey Court in Chandler's Ford.

Think about the people, not just the food

These are older people living with complex needs.

Dementia, frailty and various health conditions.

It's not just about providing a meal.

It's about providing a moment.

An opportunity for social interaction and community connection.

If I were writing this tender, I'd focus on how my service supports these human aspects.

Don't just promise quality. Prove it.

Every bidder will say they provide high-quality food.

But VIVID wants evidence.

They want to know:

  • What certifications or accreditations you hold
  • How you maintain quality across multiple sites
  • What your customer feedback looks like

Evidence always beats promises.

Pay attention to what they say

VIVID is clear about their priorities.

They're looking for a "sustainable, customer-focused catering service" with "consistently high standards of food quality, choice and service."

This isn't just about having a menu.

It's about offering variety and maintaining standards every single day.

That's what I'd build my submission around.

Show how you'll make life easier for VIVID

Running a catering service for multiple sites can be complicated.

But your job is to simplify it for VIVID.

I'd focus on how your management processes will ease the operational burden.

Consider how you'll handle staffing, logistics and communication.

Remember the importance of community

These meals aren't just about nutrition.

They're about creating moments for social interaction.

For building community.

VIVID wants a service that supports this.

Think about how you'll facilitate these opportunities for connection.

Consistency is key

This contract runs from March 2027 to February 2032, with potential extensions to 2036.

That's a long time.

VIVID will want to know how you plan to maintain standards over that period.

I'd address how you'll handle staff turnover, training and regular quality checks.

Evidence of sustainability practices

Sustainability is more than a buzzword here.

It's a priority.

VIVID will be looking at your environmental impact.

Your use of local produce.

Your waste management practices.

If you have examples, share them.

One thing I'd keep reminding myself

Every time I reviewed a bid, I'd ask myself one thing.

"How does this impact the people living in these schemes?"

That's the lens I'd use for every answer.

Common mistakes

Avoid submissions that:

  • Overlook the importance of social interaction
  • Fail to provide evidence of quality standards
  • Ignore the need for sustainability practices
  • Don't address how they'll manage service consistency over the term
  • Focus solely on food without considering the community aspect
  • Provide generic solutions not tailored to the specific schemes
  • Underestimate the operational challenges of multi-site delivery

My Final Thoughts

VIVID Housing is seeking a partner who can deliver more than meals.

They're looking for a service that enhances the daily lives of their residents.

With a contract value of £4,500,000 over five years, quality is likely to carry significant weight.

I'd focus on demonstrating how your service meets their needs for quality, sustainability and community connection.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
