A practical guide to understanding what the buyer really wants and how to build a winning response.

It's Not Just Grass Cutting

When you look at this tender, it's tempting to think it's all about mowing and strimming.

But it's not.

Milborne Port Parish Council is looking for a partner who will maintain a respectful, serene environment in the cemetery all year round.

It's about upholding dignity for those who visit and ensuring the grounds reflect the care and respect the community expects.

The contract covers keeping the entire area neat and tidy, including grass cutting around grave-kerbing, headstones and memorials, with a focus on weekly maintenance during the summer. Even when the grass stops growing, strimming is required to manage weeds.

Think About Who Visits the Cemetery

Families and friends visit to remember loved ones.

Their visits should be peaceful and without obstacles.

They won't want to see overgrown paths or litter.

If I were writing this tender, I'd focus on how I'd ensure every visit is serene and respectful.

Don't Just Promise Neatness

Every bidder will say they'll keep the cemetery tidy.

But how will you do it?

This is where evidence beats promises.

Show them how you've maintained similar sites before:

  • Photos of past projects
  • Testimonials from previous clients
  • Details of your maintenance schedule

The Importance of Consistency

Consistency is key in this tender.

The council needs to trust that you'll keep standards high throughout the year, not just in the summer.

I'd explain how my team ensures coverage during staff absences or unexpected issues.

And how regular checks and performance reviews will keep the standards consistent.

Pay Attention to What They Say

The notice is clear about the areas needing attention.

Paths must be free of weeds and kept tidy.

Litter-picking isn't optional.

They've mentioned specific areas like the old S/E part of the cemetery and under the trees at the new end.

If I were evaluating bids, I'd want to see a plan detailing how you'd address each of these areas regularly.

Managing Seasonal Challenges

Summer presents unique challenges.

Grass may stop growing, but weeds won't.

The council expects strimming even during dry spells.

I'd suggest explaining your approach to managing these seasonal changes, ensuring the cemetery remains tidy regardless of the weather.

Don't Underestimate the Detail

Little details matter.

Like the requirement to spray paths with weed killer.

Or managing the inside hedges, particularly the roadside hedge.

These aren't just tasks; they're part of maintaining the cemetery's overall appearance.

I'd ensure my bid clearly outlines how each of these tasks will be managed and scheduled.

Communicate How You'll Make Their Life Easier

One thing I often saw in the public sector was that the best contractors reduced the workload for the client.

In your response, explain how you'll manage communication and reporting.

How will you keep the Parish Council informed without them having to chase you?

Common Mistakes

Avoid submissions that:

  • Fail to address specific areas mentioned in the notice
  • Lack a clear plan for weed management during dry spells
  • Overlook the importance of litter-picking
  • Don't provide evidence of past performance
  • Ignore the need for consistency throughout the year
  • Assume grass cutting is the only priority
  • Neglect to mention how you'll handle staff absences

My Final Thoughts

Milborne Port Parish Council isn't just buying a grounds maintenance service.

They're investing in someone who will care for a place of remembrance.

With a contract value of £6,000 and a one-year term, every pound must be well spent.

Quality and reliability will be key to winning this tender.

The council's emphasis on consistent, respectful maintenance suggests they'll prioritise quality over price.

That's what I'd focus on in my submission.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
