A practical guide to understanding what the buyer really wants and how to build a winning response.

Think beyond the sweets

When you look at this tender, it's tempting to focus solely on the confectionery aspect.

But that's not the whole story.

Ipswich Borough Council isn't just looking for a supplier of sweets and snacks.

They're seeking partners who can enhance the visitor experience at the Ipswich Regent Theatre and Corn Exchange.

Supporting retail opportunities and events as well.

If you only talk about the products, you might miss the bigger picture.

Understand the venues' needs

The Ipswich Regent Theatre and Corn Exchange aren't just any venues.

They're newly refurbished spaces aiming to attract a diverse audience.

Visitors expect a seamless experience, which includes the food and beverages on offer.

Think about how your products can complement the events held there.

Consider the demographics of the audience and tailor your offering to suit their tastes.

The significance of local suppliers

The tender is divided into 5 lots, with each having an A lot for well-known brands and a B lot for smaller, local suppliers.

This setup highlights the Council's desire to support local businesses.

If you're a local supplier, this is your chance to shine.

Show how your products bring something unique to the table.

Emphasise flexibility and variety

The Council is looking for non-exclusive Call Off Contracts.

This means they want flexibility in their supplier arrangements.

Demonstrate how you can provide a wide range of products and adapt to changing demands.

Highlight your ability to deliver both popular brands and niche local products.

Pay attention to what they say

Ipswich Borough Council has been clear in their procurement documents.

They're not obliged to accept the lowest price.

This tells me that value for money and quality are key.

Your submission should focus on how you deliver quality, not just on cost.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

  • Testimonials from similar venues
  • Case studies showing successful events you've supported
  • Data on customer satisfaction

Consistency is king

Over the four-year term, consistency will be crucial.

It's not just about supplying products once.

You need to ensure a reliable supply chain throughout the contract duration.

Address potential challenges like stock shortages or delivery issues.

Outline your strategy for maintaining high standards, even during peak times or staff absences.

Show how you'll make life easier for the Council

This is something I think suppliers often overlook.

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my management processes make life easier for the Council.

One thing I'd keep reminding myself

Remember who you're trying to convince.

Your audience isn't just the procurement team.

It's also the venue managers, event organisers and ultimately, the patrons.

Ask yourself, "Does this enhance the experience for everyone involved?"

Common mistakes

Avoid submissions that:

  • Focus solely on product range without addressing audience needs
  • Ignore the significance of supporting local suppliers
  • Overlook the importance of a reliable supply chain
  • Undervalue the need for quality over cost
  • Fail to provide evidence of past success
  • Don't demonstrate flexibility and adaptability
  • Neglect the importance of enhancing the visitor experience

My Final Thoughts

At the heart of this tender is the visitor experience.

Ipswich Borough Council is seeking partners who can elevate the atmosphere at their venues.

With a contract value of £415,000 over four years, the focus should be on quality and service, not just price.

Quality will likely carry significant weight in the evaluation.

And that's what your written submission should reflect.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
