A practical guide to understanding what the buyer really wants and how to build a winning response.

This isn't just about housing

Nottingham City Council is looking for more than just a service provider.

They're seeking partners committed to preventing homelessness and supporting their community.

The framework is split into two lots: Accommodation Based Services (ABS) and Community Based Services (CBS).

Lot 1 is all about providing housing and support, while Lot 2 focuses on advice, outreach and prevention.

But remember, this is an open framework. Winning a place doesn't guarantee work.

It puts you on the list, ready to compete for call-offs.

Think about the people, not just the properties

When bidding, focus on the people you'll be supporting.

The individuals using these services are often facing challenging times.

They're looking for stability, support and a path to a better future.

Consider how your service can provide that sense of security and hope.

That’s what the Council is buying.

Pay attention to what they say

The Council is clear: this is a light touch special regime framework.

They've laid out a Competitive Flexible Procedure with specific stages.

You'll need to pass initial reviews, questionnaires and quality assessments.

Each stage is pass/fail, so precision is key.

They’re also committed to compliance with procurement legislation and ensuring capacity.

Reflect this understanding in your submission.

Evidence always beats promises

It's easy to say you'll deliver high-quality services.

But can you prove it?

If I were writing this tender, I'd highlight past successes and provide tangible evidence.

  • Case studies of similar projects
  • Client testimonials
  • Performance metrics from previous contracts
  • Awards or recognitions in the sector

Evidence shows reliability.

Don’t overreach on lots

Suppliers can bid for one or both lots, but I’d advise targeting where you truly excel.

Focus your efforts on the lot where you can deliver the most impact.

Quality over quantity wins frameworks.

Show how you'll maintain consistency

Frameworks run for years.

The Council needs reassurance that standards won't slip over time.

Outline your plans for staff recruitment, training and retention.

Describe your processes for monitoring and maintaining quality throughout the term.

Consistency is crucial.

Remember the framework isn't a contract

Winning a place is just the first step.

Call-offs are where you'll secure work.

Explain how you'll make yourself the easiest choice for direct awards or further competitions.

That could be about pricing, service quality or your ability to respond quickly.

Consider the role of SMEs

This framework encourages SME participation.

The Council has simplified tendering and reduced lot numbers.

If you're an SME, emphasise your flexibility, local knowledge and ability to offer personalised services.

Show how you can add unique value.

Keep the future in mind

The framework is open.

New suppliers can join later, and existing members can update their offerings.

Think about how you'll adapt and evolve your services over time.

Prepare for a dynamic environment.

Common mistakes

Avoid submissions that:

  • Lack specific evidence of past performance
  • Ignore the distinct needs of ABS and CBS
  • Overlook the importance of consistency over the framework term
  • Fail to demonstrate understanding of the light touch regime
  • Overreach by bidding for too many lots at once
  • Do not address SME considerations
  • Are unclear on how they will handle call-offs

My Final Thoughts

Nottingham City Council is looking for partners who understand the community's needs.

This framework, valued at £80 million, covers a three-year initial term with options for extension.

Quality will be key throughout the process, from the initial bid to call-off competitions.

Make sure your submission reflects a deep understanding of the Council's goals and the importance of long-term commitment.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
