A practical guide to understanding what the buyer really wants and how to build a winning response.

This isn't just about concrete and ramps

Let's start with the real goal here. Newbiggin Town Council isn't just expanding a skatepark.

They're enhancing a community space for local youth and enthusiasts.

Yes, it's about concrete slabs and ramps. But it's also about creating a safe, welcoming environment that inspires active use and community pride.

The contract covers the design, supply and installation of new skatepark features, complying with safety standards. This includes excavation, drainage and concrete work, all wrapped in a turnkey project management package.

Think about the skaters and the community

When crafting your bid, consider the end users and the community.

What will make these new features exciting for skaters?

What considerations will ensure the space is safe and welcoming for all age groups?

If I were writing this tender, I'd want the design concepts to reflect an understanding of both current trends in skatepark design and local community needs.

Evidence always beats promises

Every bidder will claim they can deliver a high-quality skatepark.

But evidence is what will set you apart.

  • Include examples of past skatepark projects you've completed
  • Provide testimonials from satisfied clients
  • Share before-and-after photos of previous projects
  • Demonstrate compliance with BS EN 14974 in past work

Show them what you’ve done, not just what you plan to do.

Pay attention to what they say

The buyer is clear about their priorities.

They require detailed design concepts, fixed-price proposals and evidence of relevant experience.

There's an emphasis on safety and standards compliance, with the need for RoSPA safety certification post-installation.

If I were evaluating bids, I'd look for submissions that clearly outline how these requirements will be met.

Don't underestimate the importance of timelines

With a project duration from January to March 2027, timelines are crucial.

Your response should include a realistic project timeline that demonstrates your ability to deliver within this tight window.

Highlight your project management skills and past successes in meeting deadlines.

Show how you'll manage the whole process

This is a turnkey project. They need a principal contractor who can handle every aspect, from design to commissioning.

Explain how your team will manage each stage of the process.

Address site preparation, construction, safety checks and site reinstatement.

The Town Council will want reassurance that the project will be seamless and hassle-free.

One thing I'd keep reminding myself

The skatepark is more than just a construction project.

It's a community asset that will serve the people of Newbiggin-by-the-Sea.

Every decision in your proposal should be tested against this question: How will this enhance the community experience?

Common mistakes

Avoid submissions that:

  • Ignore the specific safety standards and certifications required
  • Fail to provide detailed evidence of past relevant projects
  • Overlook the importance of community engagement in design
  • Present unrealistic timelines or budget estimates
  • Neglect to address full project management responsibilities
  • Do not clearly outline health and safety methodologies

My Final Thoughts

Newbiggin Town Council is investing £97,767 in this project, with a strong focus on quality and community impact.

This isn't just about the lowest price.

Quality and evidence of past success hold significant weight in determining the winner.

Focus your written submission on demonstrating value and capability, because that's what will win the day.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
