A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about the journey, not just the destination

When you first look at this tender, it's easy to focus on the digital transformation itself.

But the General Dental Council is really looking for a partner for their journey of change over the next 3-5 years.

It's about collaboration.

Not just delivering technology.

The contract covers digital capability, service design, user-centred design, digital maturity and technology modernisation.

All aimed at improving efficiency, building resilience and enhancing user experiences.

The people behind the screens

Remember the end users.

The GDC isn't just interested in shiny new tech.

They're interested in how this tech will improve the lives of both their staff and the public they serve.

If I were assessing bids, I'd be looking for how you plan to engage these users.

To understand their needs and tailor solutions accordingly.

Don't just promise innovation. Prove it.

Every bidder will claim they can deliver cutting-edge solutions.

Few will provide evidence.

Showcase past projects where you've successfully implemented similar transformations.

Use metrics to demonstrate improvements in efficiency or user satisfaction.

Evidence always beats promises.

Pay attention to what they say

The GDC is clear that digital capability and user-centred design are central.

This means your response should highlight how you'll incorporate these elements into your approach.

Not just as buzzwords, but as core components of your delivery plan.

The challenge of consistency over time

3-5 years is a long time in technology.

One thing I'd keep reminding myself is that maintaining standards over the whole term is crucial.

How will you ensure your solutions remain relevant?

How will you adapt to changing needs or technologies?

Those are key concerns for the GDC.

Service design isn't just about processes

It's about experiences.

The GDC wants to improve both external and internal user experiences.

I'd focus on how service design will make interactions smoother, faster and more intuitive.

Show how your design principles will make life easier for everyone involved.

Building resilience through transformation

The GDC is anticipating significant change.

But change can bring risk.

Explain how your approach will help the organisation build resilience.

Through robust systems, flexible solutions and proactive risk management.

Engage with the multi-stage process

This procurement is a multi-stage Competitive Flexible Procedure.

Understand that only those who make it through the initial PSQ/Participation stage will be invited to submit a full tender.

Make sure your initial submission is strong enough to move you forward.

Common mistakes

Avoid submissions that:

  • Focus solely on technology without considering user engagement
  • Lack evidence of past successes in similar transformations
  • Ignore the need for maintaining standards over the term
  • Fail to address how you'll build resilience
  • Overlook the importance of service design in improving user experiences
  • Misinterpret the multi-stage process and submit incomplete responses

My Final Thoughts

The General Dental Council is looking for a partner in their digital transformation journey.

It's not just about delivering technology.

It's about improving experiences and building resilience over the next 3-5 years.

With a contract value of £200,000, quality matters as much as price.

I'd focus on demonstrating a clear understanding of the GDC's priorities and providing solid evidence of how you'll meet them.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
