A practical guide to understanding what the buyer really wants and how to build a winning response.

It's Not Just About Maintenance

When reviewing a tender like this, it's easy to focus only on the maintenance aspect.

But DN Colleges Group is looking beyond that.

They're looking for a partner who ensures the safety and reliability of lifts and escalators across multiple campuses.

The contract covers planned preventative maintenance, servicing, reactive and emergency breakdown support, repair and refurbishment.

All spread across Doncaster College, North Lindsey College and University Campus North Lincolnshire.

Think About the People Using the Lifts

Every lift and escalator is there for a reason.

To safely transport students, staff and visitors.

Their reliability is crucial.

If I were evaluating bids, I'd want to know how you'll ensure these assets remain safe and operational at all times.

Reliability Over Routine

Yes, routine maintenance is important.

But what's more important is reliability.

Can you guarantee quick response times for breakdowns?

Will you provide reliable emergency support?

These are the questions that really matter.

Evidence Always Beats Promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

  • Past performance on similar contracts
  • Client testimonials or case studies
  • Response time metrics
  • Qualifications and experience of your team

Pay Attention to What They Say

The notice is clear that "planned preventative maintenance" and "emergency breakdown support" are key.

This means you need to detail your processes for regular checks and emergency response.

They aren't just looking for a service provider.

They want a partner who can assure the smooth operation of their assets.

Managing Standards Over the Contract Term

Consistency is the hardest thing to deliver over a contract term.

How will you manage staff turnover and ensure continuity of service?

What processes do you have in place for regular performance reviews and inspections?

This is where many bidders fall short.

Show How You'll Make Life Easier for DN Colleges Group

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my management processes make life easier for the facilities team.

Don't Underestimate the Importance of Communication

Communication is vital in contracts like this.

How will you keep DN Colleges Group informed about maintenance schedules, asset conditions and potential issues?

A proactive communication plan can set you apart.

One Thing I'd Keep Reminding Myself

This isn't just about lifts and escalators.

It's about the people using them every day.

I'd want to ensure that every part of my proposal reflects this understanding.

Common mistakes

Avoid submissions that:

  • Focus solely on maintenance without addressing emergency support
  • Lack evidence of past performance or client testimonials
  • Fail to detail response times for repairs and emergencies
  • Overlook the importance of communication with the client
  • Don’t address how you'll manage service consistency over time
  • Ignore the specific locations and needs of each campus

My Final Thoughts

DN Colleges Group is looking for more than just a service provider.

They need a partner who understands the importance of keeping lifts and escalators safe and operational for students, staff and visitors.

The contract is valued at £125,000 excluding VAT, which shows they are serious about the quality of service.

With a focus on both planned maintenance and emergency support, your submission should clearly articulate how you'll deliver reliable service across all campuses.

Quality of service is clearly a priority, and that's what I'd focus my written submission on.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
