A practical guide to understanding what the buyer really wants and how to build a winning response.

The biggest clue in this tender isn't the production

When I look at this tender, I see a buyer who isn't just after high-quality videos.

They're looking for a partner who can seamlessly integrate with their team and uphold their brand values while delivering varied and complex multimedia content.

The contract covers a wide range of deliverables, from short social media stories to long-form documentary-style films. NWS requires a team that can not only produce but also adapt and innovate across different formats and styles.

Think about what NWS really needs

It's not just about having the latest equipment or the most skilled crew.

NWS wants a team that can work closely with their Creative Lead, respond flexibly to briefs and manage budgets and timelines effectively.

They've made it clear that they need a single point of contact to handle these aspects. This stability and consistency in communication is crucial.

Pay attention to what they say

NWS is explicit about their requirements.

They want evidence of past work with high-profile clients and expect the quality of your productions to match or exceed the examples they’ve provided.

This isn't just about technical skills.

It's about showcasing your ability to tell compelling stories that align with NWS's mission and values.

Show how you'll manage the whole process

It's one thing to deliver a great final product.

But NWS is also interested in how you'll handle the entire process—from initial brief to final delivery.

Consider how you'll demonstrate your project management skills, including how you'll track and notify budget spend, manage amendments and keep records of all files.

Don't underestimate the importance of accessibility

NWS has specific requirements for accessibility, including provisions for hard of hearing, subtitles and voiceovers in both English and Welsh.

This is non-negotiable.

Show how you will meet these standards and how you'll ensure compliance with UK government legal accessibility requirements.

Evidence always beats promises

If I were evaluating bids, I'd be looking for concrete examples of past successes.

Offer evidence of your ability to deliver similar projects on time, within budget and to the required quality.

  • Case studies from previous high-profile projects
  • Client testimonials or references
  • Examples of innovative solutions to complex challenges

Keep an eye on the latest technology

NWS is interested in innovation, but they’re cautious about untested technologies.

If you plan to use AI, be clear about how you’ll use it and ensure you have NWS’s approval.

Stay up-to-date with industry developments and be ready to show how you can incorporate new techniques responsibly.

Remember the human element

At the heart of this contract are the people at NWS and the audiences they serve.

Your bid should reflect an understanding of their needs, concerns and values. Consider how your work will support their goals and make their lives easier.

Common mistakes

Avoid submissions that:

  • Fail to provide evidence of past high-profile work
  • Do not designate a single point of contact
  • Ignore accessibility requirements
  • Overpromise on untested technologies
  • Lack a clear plan for managing budgets and timelines
  • Provide generic responses that don't address NWS’s specific needs

My Final Thoughts

NWS is looking for a partner, not just a supplier.

They're clear about wanting a team that can integrate with their existing structures and uphold their brand values.

With a contract value of £500,000 and an initial term of two years (extendable to four), there's a significant opportunity here. Quality is paramount and as such, your written submission must demonstrate your ability to deliver consistently high standards across a diverse range of projects.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
