A practical guide to understanding what the buyer really wants and how to build a winning response.

This isn't just about assessments

When you see a tender for fire risk assessments, it's tempting to focus on the technicalities.

But East Midlands Housing Group isn't just looking for a checklist approach.

They're looking for a partner who can ensure their properties are safe havens for residents.

This contract covers all EMH properties, requiring Type 1 to Type 4 fire risk assessments.

But it also includes consultancy services, strategic reviews, training and Regulation 38 support for new builds.

Think about the people living in those buildings

It's easy to get caught up in the details of compliance and forget who's at the centre of this.

The residents.

Their safety and peace of mind should be at the heart of every answer you give.

If I were writing this tender, I'd make sure to demonstrate how my services would directly contribute to their safety.

And not just through assessments.

But through ongoing advice and strategy that reflects a genuine understanding of the risks they face.

Don't underestimate the consultancy aspect

Yes, fire risk assessments are crucial.

But don't overlook the importance of the consultancy services.

East Midlands Housing Group is looking for strategic partners who can offer advice, training and support for Regulation 38.

They're not just buying assessments.

They're investing in expertise.

Evidence always carries more weight than promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver excellent service.

Very few proved it.

If you have evidence of successful fire risk assessments or consultancy projects, use it.

  • Case studies of previous projects with similar scope
  • Testimonials from other housing groups
  • Data demonstrating reduced fire risks in managed properties

These will speak louder than any promise.

Pay attention to what they say

The documents make it clear that this isn't just about ticking boxes.

They highlight the need for "advice, strategy reviews, training, new build Regulation 38 support".

This means they value a proactive approach.

I'd focus on showing how your team can anticipate needs and adapt strategies to changing circumstances.

Consistency over the long term

This contract could last up to 10 years.

With such a long duration, consistency becomes crucial.

How will you maintain high standards year after year?

I'd want to see exactly what happens when someone calls in sick.

Or how you manage staff turnover.

Demonstrating robust systems for maintaining service quality over the entire term will be key.

Think beyond the technicalities

Fire risk assessments involve technical knowledge.

But the best submissions will also show an understanding of the broader picture.

How do your services integrate with EMH's wider safety strategies?

How do you communicate complex information to non-experts?

This is where you can stand out.

Show how you'll make life easier for the client

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my management processes make life easier for EMH.

Maybe it's through clear communication channels.

Or perhaps it's by providing comprehensive training that empowers their staff.

Common mistakes

Avoid submissions that:

  • Focus solely on technical details without considering resident safety
  • Overlook the consultancy and strategic elements of the contract
  • Fail to provide concrete evidence of past success
  • Neglect to address long-term service consistency
  • Ignore the importance of communication and client support
  • Offer generic solutions that don't align with EMH's specific needs

My Final Thoughts

East Midlands Housing Group is looking for more than just compliance.

They're seeking a partner who can ensure the safety and well-being of their residents over the long term.

With a contract value of £1,500,000 and a potential duration of up to 10 years, delivering consistent quality is critical.

Quality is paramount here.

It's not just about the assessments.

It's about proving you can be the trusted partner they need.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
