A practical guide to understanding what the buyer really wants and how to build a winning response.

What Cottenham Parish Council is Really Buying

When I look at this tender, it's clear that Cottenham Parish Council isn't just buying grounds maintenance services.

They're buying peace of mind.

Peace of mind that the village will look its best all year round.

And that community activities will run smoothly without any disruption.

The contract covers routine grass cutting, ecological and biodiversity areas and comprehensive grounds maintenance at Cottenham Recreation Ground.

This includes maintaining sports pitches, emptying bins, litter picking and more.

Don't Just Cut Grass. Protect Biodiversity.

It's tempting to focus on the mechanics of grass cutting.

But what the Parish Council really cares about is biodiversity.

They're asking for "specialist cutting regimes for ecological and biodiversity areas."

If I were writing this tender, I'd emphasise my experience in supporting biodiversity.

Consider detailing your approach to balancing ecological areas with regular maintenance.

Talk about how you plan to protect these areas while keeping the village looking tidy.

Think About the People Using the Recreation Ground

Yes, you're maintaining sports pitches.

But you're also ensuring that children, sports clubs and visitors have a safe place to play and relax.

The Recreation Ground is home to children's playgrounds, a skatepark, a Multi-Use Games Area and more.

I'd want to see a plan for keeping these facilities in top condition.

Make life easier for the Parish Council by showing how you'll minimise disruption during sporting fixtures and community activities.

Evidence Always Beats Promises

One thing I noticed when I worked in the public sector was that almost every bidder promised excellent service.

Very few proved it.

If you have evidence, use it.

  • References or testimonials from similar projects
  • Photographs of previous grounds maintenance work
  • Case studies showing your approach to ecological maintenance
  • Experience with PitchPower assessments and how you've implemented recommendations

Pay Attention to What They Say

The Parish Council spells out that reliability and flexibility are key.

They want a contractor who can deliver services according to agreed schedules and seasonal requirements.

And they're clear about the need for "a high standard of workmanship."

That means your response should focus on your ability to plan and execute work reliably.

Show how you'll adapt to seasonal changes and unexpected challenges.

Make Communication a Priority

The Parish Council wants effective communication.

They expect you to report defects, hazards, vandalism or other issues promptly.

I'd include examples of how you've maintained strong communication in previous contracts.

Explain your process for keeping the Parish Council informed.

Detail how you'll handle issues that arise during site visits.

Plan for the Whole Term

Maintaining high standards isn't just about the first few months.

It's about consistency over the entire contract term.

The contract could extend to December 2029, so plan accordingly.

Discuss your approach to staffing, including how you'll cover absences and maintain a reliable team.

Share how you'll ensure equipment and machinery are well-maintained.

One Thing I'd Keep Reminding Myself

This contract isn't just about cutting grass or maintaining pitches.

It's about serving the community.

Every decision you make should answer one question:

How will this benefit the residents, sports clubs and visitors?

If it doesn't, rethink your approach.

Common Mistakes

Avoid submissions that:

  • Focus solely on grass cutting without addressing biodiversity
  • Ignore the need for effective communication with the Parish Council
  • Overlook the importance of flexibility and reliable planning
  • Fail to provide evidence of past performance or similar projects
  • Neglect the need for seasonal planning and long-term consistency
  • Assume generic maintenance standards without tailoring to Cottenham's needs
  • Miss the emphasis on maintaining ecological areas and sports pitches
  • Disregard the community aspect of the Recreation Ground

My Final Thoughts

The Parish Council is looking for more than just grounds maintenance.

They're seeking a partner who can enhance the village's public spaces.

With a contract value of £54,000 and the potential to extend to 2029, this opportunity is about delivering quality and reliability.

Quality carries significant weight in this tender.

That's what I'd focus on in my submission.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
