When I look at this contract, I see a buyer who isn't just looking for someone to cut grass or trim hedges.

The North West Ambulance Service NHS Trust is looking to maintain environments that are safe and presentable for emergency services.

That's the real goal. Not just tidy grounds.

The contract covers grounds maintenance services across three geographical lots in the North West, with a total value of £500,000 over two years, extendable to four.

Think about the people rushing in

Every ambulance driver, paramedic and patient who arrives at these sites depends on clear access.

Imagine the stress when overgrown vegetation blocks a path or obscures signage.

Your response should focus on how you'll keep these vital access points clear and easy to navigate at all times.

Don't just mow—manage

Most bidders will promise to cut grass and maintain flower beds.

But if I were evaluating bids, I'd be looking for a proactive management approach.

How will you handle unexpected growth spurts? What about seasonal variations?

Your plan should demonstrate how you'll anticipate these challenges, not just react to them.

They've set a significant budget, indicating they're not just looking for the cheapest option.

Quality matters here, so your submission should emphasise the value you bring, not just the cost.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

Showcase your track record with:

  • Testimonials from similar contracts
  • Photographic evidence of past projects
  • Performance metrics from previous work
  • Client retention rates
  • Any awards or recognitions

Remember seasonal challenges

Grounds maintenance isn't just a summer job.

Every season brings its own set of challenges.

Describe how your team manages winter conditions, like snow and ice, which can be particularly hazardous in medical settings.

Consistency over the whole term

One-off efforts won't cut it here.

The Trust will be looking for consistency from March 2027 through to March 2029, and possibly beyond.

Explain your staffing plans for covering absences and maintaining quality throughout the contract term.

I’d want to see exactly what happens when someone calls in sick.

Show how you'll make life easier for the Trust

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my management processes make life easier for the Trust's facilities managers.

Avoid submissions that:

  • Focus only on the basics like mowing and trimming
  • Lack evidence of past performance
  • Ignore the importance of clear access for emergency vehicles
  • Fail to address seasonal maintenance challenges
