A practical guide to understanding what Denbighshire County Council really wants and how to build a winning response.

Think about the people living underneath the roof

When looking at this tender, it's easy to get caught up in the technicalities of roofing.

But remember, it's not just about the roofs.

It's about the people living underneath them.

Denbighshire County Council is looking for contractors who can provide roofing services for their housing stock of about 3,441 properties throughout Denbighshire.

The contract is divided into two lots: planned capital works and responsive repairs.

Pay attention to what they say

Denbighshire County Council makes it clear that quality is a priority.

With a weighting of 60% on quality and 40% on price, they’re looking for contractors who can deliver high standards consistently.

This isn't about offering the lowest price.

It's about showing how you’ll maintain a high standard of work over the entire contract duration.

Don't underestimate the scope of the work

Yes, you're dealing with roofing.

But it's not just one type of work.

Lot 1 covers planned and capital works, while Lot 2 focuses on responsive and repair works.

Responsive repairs include day-to-day tasks like slating and tiling, chimney repairs, gutters and fascias and emergency works.

Understanding the full scope of each lot is crucial.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that promises often fall short without evidence.

If I were writing this tender, I'd focus on providing tangible evidence of past success.

  • Case studies of similar projects
  • Testimonials from satisfied clients
  • Details of any awards or recognitions

Show how you'll manage the contract over time

It's not just about starting strong.

Consistency is key.

I'd want to see a clear plan for how you'll manage the contract over the full term.

How will you handle staff absences?

What’s your plan for maintaining quality during busy periods?

Remember who you're trying to convince

This isn't just about impressing procurement officers.

Think about the residents of Denbighshire.

They need reliable roofing services that won’t disrupt their lives.

Every disruption affects someone’s day-to-day life.

That's what I'd keep in mind when writing my submission.

Make life easier for Denbighshire County Council

Every contractor should think about how they can reduce the client's workload.

If I were writing this tender, I'd outline how my processes and systems will make life easier for the Council.

Will there be a single point of contact for all communications?

Can you provide regular updates and reports?

Don't get distracted by the size of the contract

£4,130,000 over four years is significant.

But don't let the contract value distract you from the details.

Focus on what Denbighshire County Council is really asking for.

Common mistakes

Avoid submissions that:

  • Focus solely on cost-saving without addressing quality
  • Lack evidence of past performance
  • Fail to detail how you'll manage consistency over the contract term
  • Ignore the importance of responsive repair services
  • Overlook the needs and concerns of the residents
  • Provide generic responses that don't address the specific needs of Denbighshire County Council

My Final Thoughts

Denbighshire County Council isn't just looking for someone to fix roofs.

They want contractors who understand the importance of quality, reliability and consistency.

With a contract value of £4,130,000 and a duration of up to four years, there’s a significant opportunity here for the right contractors.

The weighting of 60% on quality means your written submission must demonstrate your ability to deliver high standards throughout the contract term.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
