A practical guide to understanding what the buyer really wants and how to build a winning response.

Don't just think about the systems. Think about the people.

This contract isn't just about maintaining renewable installations.

It's about ensuring the residents of Hinckley & Bosworth Borough Council housing have reliable, efficient and safe utilities.

Yes, it's important to service the air conditioning units, MVHR installations and solar PV systems.

But the real focus is on how these services impact the people living with them every day.

Think local, act local

Hinckley & Bosworth is a unique area.

A mix of rural landscapes and historic towns like Market Bosworth.

If I were evaluating bids, I'd want to see a supplier who understands the local context.

Someone who knows the geography and can respond quickly to rural locations as well as urban ones.

Pay attention to what they say

The council is clear about their expectations.

They're not just looking for someone to tick boxes.

They want a partner who can manage all aspects of testing, servicing and repairs for renewable installations.

"Reliability" and "maintenance" are key themes here.

That's what I'd focus on in my submission.

Show how you’ll manage the contract over time

This contract runs from January 2027 to March 2030, with potential extensions.

It's not just a one-off task.

It's about sustained performance over several years.

I'd be detailing how I ensure consistent service, even with staff changes or unexpected absences.

Evidence always carries more weight than promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver excellent service.

Very few proved it.

If you have evidence of past successful projects, use it.

  • Case studies from similar contracts
  • Testimonials from previous clients
  • Performance metrics that demonstrate reliability

Don't underestimate the importance of compliance

The contract will use the JCT MTC 2024 form.

It's essential to show you understand the legal and compliance requirements.

This isn't just about ticking legal boxes.

It's about demonstrating your ability to work within these frameworks seamlessly.

Show how you'll make life easier for the Council

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd explain how my management processes make life easier for the council officers.

One thing I'd keep reminding myself

Every decision, every service, every repair affects someone's home.

How will your work ensure their comfort and safety?

That's the question I'd be asking with every part of my submission.

Common mistakes

Avoid submissions that:

  • Treat the contract as just a technical exercise
  • Overlook the importance of reliability and consistency
  • Fail to demonstrate an understanding of the local area
  • Neglect to provide evidence of past successes
  • Ignore the detailed compliance requirements
  • Assume price is the only deciding factor
  • Submit generic responses without tailoring to this specific contract

My Final Thoughts

Hinckley and Bosworth Borough Council aren't just looking for a contractor.

They're looking for a partner.

Someone who can manage their renewable installations with care and professionalism.

The contract value of £220,000 over its term shows this is a substantial commitment.

With quality being a priority, your written submission needs to demonstrate reliability and a deep understanding of the community's needs.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
