If I were writing this tender, I'd emphasise how my team will support these individuals emotionally and physically, helping them regain their independence.

They want a provider for each lot area, with a maximum of four lots awarded to a single provider.

This means they value localised service and consistency.

Quality of service is paramount, and they expect providers to deliver without needing a Care Act eligibility assessment.
