A practical guide to understanding what the buyer really wants and how to build a winning response.

Severn Trent isn't just planting hedgerows

Yes, you're planting about 20 kilometres of hedgerows.

But what Severn Trent Water is really buying is ecological enhancement and sustainability.

They're investing in the West Midlands landscape, not just in the act of planting.

The contract covers approximately 15,000 metres of hedge whip planting, 5,000 metres of eco-hedge planting and associated tree planting over multiple sites. Biosecurity, waste management and aftercare are all part of your responsibilities.

Think about the landscape

Your work will touch various sites across the Severn Trent Water operational area.

These hedgerows aren't just decorative. They're ecological corridors.

They support biodiversity, enhance habitats and improve the resilience of local ecosystems.

If I were evaluating bids, I'd want to see how you understand and respect these landscapes.

Don't just talk about planting

Every bidder will mention planting.

What will set you apart is how you handle the logistics.

Plant handling, storage, transportation and biosecurity management are all critical.

Explain your process for each of these. Show how you minimise risk and ensure healthy, viable plants.

The importance of biosecurity

Biosecurity isn't just a box to tick here.

Severn Trent Water is clear that it's vital.

You'll need to demonstrate strong biosecurity controls to prevent disease spread. This isn't optional.

Explain your measures in detail. Use their language where possible. "Implementation of biosecurity controls" should be familiar in your response.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that talk is cheap.

Evidence, on the other hand, carries weight.

If you've successfully delivered similar projects, now's the time to share those stories.

  • Past project photos and reports
  • Client testimonials
  • Performance metrics and outcomes

Pay attention to what they say

Severn Trent Water is awarding this contract to the "most economically advantageous tender."

That means they're looking for value, not just cost savings.

Quality, sustainability and reliability will play a significant role.

This isn't about being the cheapest. It's about being the best partner for the job.

Plan for the whole contract term

Consistency is crucial.

You're not just engaging for a few months. The contract could extend to March 2029.

Think long-term.

How will you maintain standards? What's your approach to site audits, restocking and ongoing support?

Show that you can deliver consistently over time.

One thing I'd keep reminding myself

Every metre of hedgerow planted affects the local environment and community.

This isn't just a contract.

It's an opportunity to make a lasting ecological impact.

I'd ask myself: does my plan enhance the landscape and respect the ecosystems involved?

Common mistakes

Avoid submissions that:

  • Focus solely on planting activities without considering logistics
  • Skimp on biosecurity details
  • Ignore the importance of aftercare and site monitoring
  • Present generic evidence without tailoring it to hedgerow planting
  • Underestimate the significance of sustainability and ecological impact
  • Fail to address the entire contract duration
  • Prioritise cost over value, missing the buyer's emphasis on quality

My Final Thoughts

Severn Trent Water isn't just looking for a contractor to plant hedgerows.

They're seeking a partner who can enhance the West Midlands landscape sustainably and reliably.

The contract is valued at £900,000 and runs from October 2026 through the 2026/27 planting season, with the potential to extend to 2029. This timeframe means your submission must emphasise long-term quality and care, not just initial planting.

Quality matters here.

Focus your written submission on demonstrating value, reliability and ecological sensitivity.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
