A practical guide to understanding what the buyer really wants and how to build a winning response.

Don't just think shelves, think solutions

This tender isn't just about putting up some new shelves.

It's about optimising a space to support a vital service for schools across Barnet and beyond.

Hendon Library's School Libraries and Resources Service (SLRS) is a back-office powerhouse, moving over 9,000 crates, boxes and items every year.

But right now, it's a jumble of mismatched shelving causing chaos.

The contract covers a refit to make this space work efficiently, without impacting the public library or archives. That's what you need to solve.

Remember it's not just a library

You might be thinking, "It's a library, how hard can it be?"

But this isn't the public-facing part.

The SLRS isn't for the public — it's a resource engine for schools.

When I see a service handling 9,000+ items yearly, I think about logistics, flow and storage.

Your proposal needs to address these operational challenges, not just aesthetics.

Think about the people working there

The staff are key here.

They're dealing with a cramped, chaotic space that makes their jobs harder.

They'll want to know how your refit will make their daily work easier.

I'd focus on how you can design a space that reduces their workload and improves their efficiency.

Pay attention to what they say

The London Borough of Barnet highlights "storage is a key element."

That tells me they're looking for a solution that maximises the efficiency of the space.

They've made it clear the current setup blocks light and is poorly arranged.

Your design needs to let light in and create a logical, efficient flow.

Evidence always beats promises

Every bidder will promise a great solution.

Few will prove it.

If I were you, I'd include evidence of past projects where you've transformed similar spaces.

  • Before and after photos
  • Client testimonials
  • Case studies showing increased efficiency

Show how you'll make life easier for everyone

This isn't just about the SLRS.

The space impacts the public library and local studies staff too.

I'd want to see a plan for how your refit will support all the functions sharing the space.

Explain how you'll ensure minimal disruption during the refit.

Consistency over the whole term

The contract runs from late November to the end of December.

A tight timeline.

I'd be looking for a detailed schedule showing how you'll meet this deadline without cutting corners.

Think about workforce management, supply of materials and contingency plans for any delays.

One thing I'd keep reminding myself

I'd keep the end users in mind — the staff who have to live with this space every day.

Ask yourself, "Does this solution genuinely make their work easier?"

If it doesn't, rethink it.

Common mistakes

Avoid submissions that:

  • Focus solely on aesthetics, ignoring operational needs
  • Overlook the impact on public library and archives staff
  • Fail to detail how you'll meet the tight deadline
  • Lack evidence of dealing with similar challenges
  • Ignore the need for improved light and efficient layout
  • Don't address logistics of moving large volumes of resources

My Final Thoughts

This refit is about creating a space that works — for the SLRS, the public library and local studies staff.

It's not just about shelving, it's about solving a logistical puzzle.

The contract value is £60,000, running from 23 November to 31 December 2026.

A tight budget and timeline mean you'll need to be clear and precise in your written submission.

Focus on how your design will improve efficiency and staff workflow.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
