A practical guide to understanding what the buyer really wants and how to build a winning response.

The biggest clue isn't the tech

When I look at this tender, one thing stands out.

It's not just about managing ICT.

It's about partnering with Mosaic Schools Learning Trust to enhance their educational mission.

The Trust is seeking a partner who can deliver and develop their ICT provision to support school improvement, staff development and the best educational experience for their pupils.

That's what they're really buying.

Think about what the Trust values

Mosaic Schools Learning Trust places a strong emphasis on its vision and core values.

They talk about continual improvement and a desire to grow their family of schools.

Your response should reflect an understanding of their educational goals.

Show how your ICT solutions align with their mission of school improvement and staff development.

Pay attention to what they say

The Trust is clear about needing an innovative and forward-looking partner.

They expect support and/or drive innovation throughout the contract.

If I were writing this tender, I'd ensure my submission highlights how my company stays ahead of technological trends.

Explain how you can introduce new technologies that will benefit their schools.

Remember who you're trying to convince

The end users of your services aren't just IT staff.

They're teachers, support staff and ultimately, the pupils.

The Trust expects a Service Desk available 52 weeks a year, including out of hours access.

Think about how your service will make life easier for these users.

How will you ensure seamless support that doesn't disrupt teaching and learning?

Evidence always beats promises

The Trust mentions performance reporting and strategic advice as part of the service.

Evidence of past successes will be crucial here.

  • Provide examples of previous partnerships with similar educational institutions
  • Showcase metrics from past projects that demonstrate your impact
  • Share testimonials or case studies that highlight your strategic contributions

Don't underestimate the need for local presence

On-site local staffing is mentioned as a minimum during term time.

The Trust wants a partner who is present and engaged with their schools.

Your submission should detail how you plan to staff the contract locally.

Explain how you'll integrate with their team to meet SLA requirements.

Show how you'll manage the whole service

This isn't just about supplying tech.

It's about managing a comprehensive ICT service.

The contract includes design, specification, installation and management of all ICT infrastructure.

I'd emphasise my ability to oversee every aspect, from initial setup to ongoing management.

One thing I'd keep reminding myself

This contract is for a Multi-Academy Trust.

The priorities are educational outcomes, not just tech efficiency.

Every answer should test against the question: "How does this benefit the schools and pupils?"

Common mistakes

Avoid submissions that:

  • Focus solely on technical specifications without linking to educational outcomes
  • Lack evidence of past success in similar environments
  • Overlook the importance of local, term-time presence
  • Fail to address innovation in ICT provision
  • Provide generic responses that don't reflect the Trust's specific values and goals
  • Ignore the need for strategic advice and direction
  • Don't clearly demonstrate capability in managing third-party providers
  • Underestimate the importance of CPD and training

My Final Thoughts

Mosaic Schools Learning Trust is looking for more than just an ICT provider.

They're looking for a partner in their educational journey.

With a contract value of £3,000,000 over five years, potentially extendable to six, there's a serious investment in this relationship.

Quality is what they're buying — not just technology.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
