A practical guide to understanding what the buyer really wants and how to build a winning response.

It's not just about the systems

When I read through this tender, one word stood out: maintenance.

Yes, it's about CCTV, door entry and magnetic locks.

But the real focus here is on maintaining safety and security for residents.

Maidstone Borough Council is looking for a partner who can keep these systems running smoothly in their residential blocks.

That's what this contract is all about.

Think about the residents

Every one of these systems plays a role in the day-to-day life of residents.

I'd be thinking about how to reassure the Council that your team understands this.

Residents want to feel safe and secure. Maintenance issues can affect their peace of mind.

So, what are your plans for minimising disruptions?

How will you ensure quick responses to breakdowns?

Pay attention to what they say

Maidstone Borough Council has been clear.

The contract runs from January 2027 to January 2030, with an option to extend to 2032.

That's a long time to consistently deliver high standards.

I'd focus on showing how you'll maintain service quality over those years.

They need to trust that you can handle repairs, upgrades and any unexpected issues.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver excellent service.

Very few proved it.

If you have evidence, use it.

  • Past performance data on similar contracts
  • Client testimonials and case studies
  • Details of your maintenance processes and response times
  • Qualifications and experience of your team

Remember it's more than technology

Yes, you're dealing with CCTV and door systems.

But this is about the people relying on those systems.

If I were writing this tender, I'd emphasise how my team will minimise inconvenience to residents.

And what measures are in place to communicate effectively with them.

Consistency is key

This contract covers several residential blocks managed by the Housing Portfolio Team.

Consistency is crucial.

How will you ensure service standards are met across all sites?

I'd want to see exactly what happens when someone calls in sick.

And how you'll handle annual leave and recruitment to keep everything running smoothly.

Don't underestimate the importance of quick responses

Imagine a door entry system failing.

Residents are locked out, and frustration grows quickly.

Maidstone Borough Council will want to know how quickly you can react.

Do you have a 24/7 helpline?

What are your average response times?

Keep the Council's workload in mind

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my management processes make life easier for the Housing Portfolio Team.

Common mistakes

Avoid submissions that:

  • Focus too much on technology and not on the residents
  • Lack evidence of past performance
  • Don't address how you'll maintain consistency across sites
  • Overlook the importance of quick response times
  • Fail to explain how communication with residents will be handled
  • Ignore the Council's need for a hassle-free partnership

My Final Thoughts

What Maidstone Borough Council really wants is peace of mind.

They need to know that their systems will be maintained without causing issues for residents.

This contract runs for three years, potentially extending to five.

While the value is listed as £0, the real worth is in your ability to provide reliable and consistent service.

Quality is key here.

Focus on how you'll deliver that quality over the entire term.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
