But it's not just any training.

This is about equipping the offices of Members of the Senedd with the skills to operate smoothly and effectively.

But more than that, it's about ensuring that the office supports the Member in delivering their responsibilities to the people of Wales.

That's what you're really delivering.

The framework covers training for both office managers and administrators to help them run constituency and parliamentary offices efficiently.

Don't just sell training. Sell outcomes.

What most bidders might miss here is the importance of outcomes over simple training delivery.

Every bidder can offer courses and workshops.

What the Senedd will want to know is:

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver excellent training.

Very few proved it.

If you have evidence, use it.

  • Data demonstrating increased efficiency post-training

That's what evaluators will want to see.

Remember who you're trying to convince

It's easy to get lost in the technicalities of training delivery.

They'll be looking for training that respects their time, meets their needs and truly adds value.

The challenge is maintaining high standards throughout.

If I were the buyer, I'd want assurance that you'll consistently deliver quality training over time.

Consider how you'll manage staff turnover, updates to training material and ongoing performance reviews.

One thing I'd keep reminding myself

At the end of the day, this framework is about people.

People who need to be supported in their roles.

I'd keep asking myself, "Does this training really help the office staff of a Member of the Senedd?"

If every part of your response answers that with a "yes," you're on the right track.

Common mistakes

Avoid submissions that:

  • Focus solely on the mechanics of training delivery without linking to outcomes
  • Lack evidence of past success in similar contexts
  • Overlook the specific needs of Welsh parliamentary offices
  • Fail to address consistency and quality over the framework term
  • Ignore the unique nature of constituent liaison
