A practical guide to understanding what the buyer really wants and how to build a winning response.

Don't underestimate the local connection

When I read this tender, one thing stands out.

Melton Borough Council isn't just looking for a haulage contractor.

They're looking for a partner who understands the local area and its needs.

This contract is about moving green waste and street sweepings within Melton Borough, which means knowing the roads, the community and the challenges that come with them.

The service covers the transport of waste collected by the Council to the disposal sites managed by Leicestershire County Council.

If I were writing this bid, I'd focus on how well I know the local logistics and any unique factors in the area that could impact the service.

Think about the people behind the waste

It's easy to think about waste as just "stuff" to be moved.

But behind every bin and street sweeping is a community relying on clean and efficient services.

Residents expect their green waste and streets to be managed seamlessly.

They don't want disruptions.

They don't want eyesores.

They don't want delays.

I'd focus on how my service ensures minimal disruption and maximum efficiency for those living in Melton.

Pay attention to what they say

Melton Borough Council is clear in their expectations.

They need a contractor who can provide reliable haulage services for green waste and street sweepings.

They've set the value of this contract at £138,240.

And they're looking for a service that lasts from 1 February 2027 to 1 February 2029, with an option to extend to 3 February 2031.

This isn't just about the lowest price.

The Council is looking for value for money.

What does that mean for you?

A compelling case for quality and reliability over cost.

Reliability is key

If I were evaluating bids, I'd be looking for one thing above all else.

Reliability.

There are few things more frustrating for a council than a contractor who doesn't show up or deliver on time.

I'd want to see clear evidence of how you manage your fleet, your drivers and your schedules.

What happens if a vehicle breaks down?

How do you ensure services aren't disrupted?

These are the questions I'd be asking.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to be reliable.

Few proved it.

If I were writing this tender, I'd include evidence like:

  • Testimonials from similar clients
  • Data on past service reliability
  • Case studies showing problem-solving in action
  • Driver training programmes and compliance records
  • Fleet maintenance schedules

Show how you'll make life easier for the Council

Every contract creates work for the client.

The best contractors reduce that workload.

I'd be explaining how my processes make life easier for the Melton Borough Council.

How do you handle communication and reporting?

How do you ensure the council is always informed, without them having to chase you?

That's what I'd focus on.

Remember the bigger picture

This contract isn't just about moving waste.

It's about contributing to the broader environmental goals of the area.

Melton Borough Council is part of a larger waste management ecosystem with Leicestershire County Council.

How does your service align with wider environmental strategies?

Do you have initiatives that support sustainability?

I'd make sure to highlight these in my response.

Think about continuity and standards

Consistency is the hardest thing to deliver.

Buyers know it.

How will you maintain high standards over the entire term of the contract?

What happens when a driver is sick?

How do you manage peak times or unforeseen circumstances?

I'd be detailing my approach to recruitment, training and performance monitoring.

Common mistakes

Avoid submissions that:

  • Ignore the local context and specific needs of Melton Borough
  • Focus solely on price without addressing quality and reliability
  • Fail to provide evidence of past performance and reliability
  • Lack a clear plan for managing disruptions and maintaining service continuity
  • Overlook the importance of communication and relationship-building with the Council
  • Don't align with broader environmental and sustainability goals

My Final Thoughts

Melton Borough Council is looking for more than just a haulier.

They want a partner who understands the local context, prioritises reliability and contributes to the community's environmental goals.

With a contract value of £138,240 and a term from 1 February 2027 to 1 February 2029, extendable to 3 February 2031, they are clearly looking for value for money.

The weighting on quality means your written submission needs to stand out on reliability and community understanding.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
