A practical guide to understanding what Gloucestershire County Council really wants and how to build a winning response.

Think about the people using the devices

When you see "Mobile Devices" in the title, it's easy to think this tender is just about technology.

It's not.

It's about enabling people across Gloucestershire County Council to work more effectively.

That means the council isn't just buying phones or tablets.

They're buying productivity, connectivity and support for their teams.

The devices will be used by a range of council staff, across multiple locations.

They need to be reliable, user-friendly and supported by robust service arrangements.

Don't just focus on the hardware

Yes, the council needs mobile devices.

But that's only part of the story.

They'll want to know about the services that come with them.

How will you manage device setup and deployment?

What about ongoing support and maintenance?

And if there's a problem, how quickly can you resolve it?

I'd focus on these operational aspects in your submission.

Pay attention to what they say

Gloucestershire County Council will be looking for value for money.

That doesn't mean the cheapest devices.

It means devices and services that offer the best overall return on investment.

They'll want evidence of your ability to deliver high-quality products and services.

If I were writing this tender, I'd emphasise how my solution provides long-term value.

Show how you'll make their life easier

Every council contract creates work for the client.

Your job is to reduce that workload, not add to it.

Explain how your processes make device management straightforward and hassle-free.

How will you ensure a seamless transition if they're switching from another supplier?

What systems do you have in place to minimise downtime?

That's what I'd want to see in a winning bid.

Evidence always beats promises

I've seen many bids where companies make big promises.

Few back them up with evidence.

If you have case studies or testimonials from similar contracts, use them.

Show how you've successfully delivered similar solutions before.

Evidence carries more weight than words.

Remember the importance of security

Mobile devices are a potential security risk.

The council will be very aware of this.

Make sure you detail your security measures.

How do you protect sensitive data?

Are your devices equipped with the latest security updates?

If I were evaluating bids, I'd want to be reassured that my data is safe.

Consider the long-term relationship

This isn't just a one-off purchase.

The council is looking for a partner they can work with over the long term.

How will you build that relationship?

What ongoing support will you offer?

And how will you adapt to their changing needs?

I'd address these points directly in your submission.

Common mistakes

Avoid submissions that:

  • Focus solely on the devices, ignoring the service component
  • Fail to provide evidence of past success
  • Overlook the importance of security measures
  • Don't address how you'll handle device deployment and setup
  • Ignore the need for ongoing support and maintenance
  • Assume the lowest price will win
  • Lack clarity on how you'll manage a seamless transition
  • Fail to demonstrate a commitment to a long-term partnership

My Final Thoughts

Gloucestershire County Council isn't just buying mobile devices.

They're looking for a partner who can provide a complete solution.

One that supports their staff, keeps data secure and adapts to their evolving needs.

While the value of the contract isn't specified, remember that the council seeks value for money, not just the lowest price.

Quality and service will be crucial.

That's what I'd build my submission around.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
