A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about the people who rely on mobility

The biggest insight from this tender isn't about the units themselves.

It's about the people who depend on them.

The London Borough of Southwark is looking for contractors who can ensure that mobility installations and repairs are seamless.

Yes, the contract covers installation, responsive repairs, minor refurbishments and planned preventive maintenance.

But the real service is about ensuring mobility for residents who need it most.

Focus on reliability, not just technical skills

Every contractor can say they install and repair mobility units.

Southwark will expect that.

But what they really want to know is:

  • Will you respond quickly when a unit breaks down?
  • Can you maintain consistent service standards across both boroughs?
  • Are your technicians trained to handle emergencies with care and empathy?

That's what I'd build my submission around.

Technical skills are the baseline.

Reliability is what they're buying.

Pay attention to what they say

The notice is clear about one thing: maintaining the Assets Register is crucial.

This isn't just about equipment.

It's about accountability and transparency.

If I were crafting a bid, I'd demonstrate how my team keeps meticulous records and communicates updates promptly.

The Council needs confidence that every mobility unit is accounted for and maintained properly.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that promises were easy to make.

Evidence was harder to come by.

If you have case studies or performance data, use them.

  • How quickly do you respond to repair calls?
  • What do your customer satisfaction scores look like?
  • Can you share examples of similar projects where you've excelled?

Don't just promise excellence—prove it.

Remember the split between north and south

This contract is split into two: one for the north and one for the south of the borough.

This means consistency across both contracts is vital.

You can't excel in one area and falter in another.

If I were writing this tender, I'd be clear about how I'd manage teams and resources to ensure an even standard of service across the whole borough.

Show how you'll make life easier for the Council

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd explain how my management processes make life easier for the Council's officers.

How will you ensure that they won't have to chase you for updates or worry about compliance?

Think about the full term, not just the start

Often, bidders focus on the initial stages of a contract.

But Southwark will want reassurance that your performance won't dip over the three-year term.

I'd want to see exactly what happens when someone calls in sick.

Or how you'll handle holiday cover.

It's about maintaining standards day in, day out.

One thing I'd keep reminding myself

Ultimately, this contract is about people.

People who rely on mobility units for their daily lives.

I'd keep asking: "How does this decision affect the residents?"

Keeping that perspective will help ensure that every part of your bid is focused on real outcomes, not just processes.

Common mistakes

Avoid submissions that:

  • Focus only on technical specifications without considering user impact
  • Lack evidence of past performance or customer satisfaction
  • Overlook the importance of maintaining the Assets Register
  • Fail to demonstrate how you'll ensure consistency across both contracts
  • Ignore the need for quick and empathetic emergency responses
  • Provide generic responses that could apply to any tender
  • Neglect to outline how you'll manage the workforce over the contract term
  • Assume that high-level promises will suffice without backing them up

My Final Thoughts

This tender is more than just about mobility units.

It's about delivering a reliable, caring service to residents who depend on them.

The London Borough of Southwark is clear about what they value: reliability, evidence and comprehensive management.

With a contract value of £1,180,000 over three years, this isn't just about the lowest price.

Quality will matter.

That's where your written submission can shine.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
