A practical guide to understanding what the buyer really wants and how to build a winning response.

Don't just think technology, think transformation

The first thing that jumps out about this tender is the scale of change involved.

East Riding of Yorkshire Council is not just looking for a technical service provider.

They're looking for a partner to guide them through a major transition.

From the Cisco APIC-managed ACI environment to a traditional Cisco NX-OS setup.

This isn't just about technology.

It's about transformation.

And that's what your bid needs to reflect.

What this contract actually covers

The council is embarking on a significant project.

They need consultancy, design, implementation, migration, testing, knowledge transfer and support services.

All to facilitate their transition to a new network architecture.

It's a substantial piece of work with a value of £275,000, spanning more than seven years.

From 1 February 2027 to 31 July 2034.

Think about the people behind the technology

Yes, it's a technical contract.

But think about who's affected by this change.

IT staff, of course.

But also every council department relying on their network.

They're all depending on this project to go smoothly.

So when you're writing your submission, remember the human impact.

How will you ensure minimal disruption?

How will you support their teams through the transition?

That's what I'd focus on.

Pay attention to what they say

The council spells out that this is about more than just switching systems.

They need a partner for the entire journey.

From design to implementation.

From migration to ongoing support.

If I were evaluating bids, I'd be looking for a supplier who understands this long-term commitment.

One who can show how they'll be there every step of the way.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that bidders often made big claims.

But what really mattered was proof.

So, if you have evidence of similar successful transitions, use it.

  • Case studies of previous projects
  • Testimonials from other clients
  • Metrics showing reduced downtime or improved performance
  • Examples of effective knowledge transfer

These are the kinds of things that make a bid stand out.

It's not just about the technology

Remember, this isn't just a technical exercise.

It's about ensuring the council's network continues to support their services effectively.

So, think about how your proposal can add value beyond the technical.

How will you make life easier for the council's IT team?

How will you ensure they have the skills to manage the new setup?

That's what I'd build my submission around.

How to maintain standards over time

Consistency is key in a long-term project like this.

The council will want to know how you'll maintain high standards throughout the contract.

From the initial transition to ongoing support.

I'd want to see exactly what happens if there are changes in staff.

Or if unexpected challenges arise.

Show them your plan for regular performance reviews.

And how you'll address any issues promptly.

One thing I'd keep reminding myself

Every line of your bid should be written with one question in mind:

"How will this benefit the council and its users?"

Keep the focus on the real people affected by your work.

And make sure your answers are practical, clear and focused on outcomes.

Common mistakes

Avoid submissions that:

  • Focus solely on technical specifications without considering the human impact
  • Lack evidence of similar successful projects
  • Offer generic solutions instead of tailored approaches for the council
  • Ignore the importance of knowledge transfer and ongoing support
  • Fail to explain how you'll manage unforeseen challenges
  • Overlook the long-term nature of the contract
  • Assume the council is only interested in the lowest price
  • Do not address the council's specific needs and priorities

My Final Thoughts

East Riding of Yorkshire Council is looking for a partner, not just a provider.

They want someone who can guide them through this transformation.

With a contract value of £275,000 over more than seven years, the council is investing in a long-term relationship.

The quality of your written submission will be paramount.

Focus on demonstrating your understanding of their challenges.

Show how you'll deliver a seamless transition and ongoing support.

That's what will set you apart.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
