A practical guide to understanding what the buyer really wants and how to build a winning response.

Don't overlook the human element

At first glance, this might look like a straightforward office cleaning contract.

But it's more than that.

The Office for Students (OfS) is looking for a partner to maintain a welcoming environment for staff and visitors.

That's the real focus here.

Yes, the contract covers general cleaning, window cleaning, external cleaning, sanitary disposal and consumable supply.

But what they're really buying is peace of mind.

Think about what a safe environment means

Safety is more than just cleanliness.

It's about creating a space where staff and visitors feel comfortable and secure.

If I were evaluating bids, I'd look for a contractor who understands the broader implications of safety.

Think about how your cleaning service contributes to overall wellbeing.

Pay attention to what they say

The notice mentions maintaining a "safe, comfortable and hygienic environment".

That's your cue.

The OfS wants you to focus on these three elements in your response.

Explain how your service ensures safety, comfort and hygiene every day.

They haven't chosen these words lightly, so neither should you.

Evidence always beats promises

In my experience, buyers want proof.

Lots of bidders promise great service, but few provide evidence.

If you have testimonials, performance metrics or case studies, use them.

Here are some types of evidence that could be compelling:

  • Client testimonials from similar office environments
  • Statistics on staff retention and satisfaction
  • Records of past contract performance and compliance
  • Examples of proactive problem-solving

Remember the details matter

This contract isn't just about mopping floors and emptying bins.

It's about the whole package.

Window cleaning, both internal and external.

External areas like bike sheds and smoking shelters.

Sanitary disposal services.

And don't forget consumable supply.

Each element deserves attention in your bid.

Show how you'll manage the contract over time

Consistency is key.

The contract runs from March 2027 to February 2029, with an option to extend to 2031.

What happens when staff are on holiday or sick?

How will you ensure standards don't slip over time?

I'd want to see a robust plan for maintaining service levels throughout the entire term.

Make life easier for the OfS

This is something many bidders overlook.

How can you reduce the workload for the OfS?

Think about your management processes.

Do you have a straightforward communication plan?

Will they have to chase you for updates?

If I were writing this bid, I'd focus on how my service takes the hassle out of cleaning for them.

One thing I'd keep reminding myself

It's easy to get lost in the details of a tender.

But always come back to this: you're creating an environment where people work and visit.

Every answer should enhance that experience.

Ask yourself, "Does this make life better for those using the office?"

Common mistakes

Avoid submissions that:

  • Focus solely on the mechanics of cleaning without addressing safety and comfort
  • Lack evidence of past performance or customer satisfaction
  • Ignore the specific requirements like external cleaning and consumable supply
  • Fail to provide a plan for managing staff absence or maintaining standards over time
  • Overlook the importance of communication and reducing client workload
  • Don’t address the full range of services, including window and sanitary disposal
  • Assume price is the only deciding factor without showcasing quality

My Final Thoughts

The OfS is looking for more than just a cleaning contractor.

They're seeking a partner who understands the importance of creating a safe, comfortable and hygienic workspace.

With a contract value of £333,333 and the term running from March 2027 to February 2029 (extendable to 2031), there's a significant opportunity here.

Quality will be paramount, so make sure your written submission reflects that focus.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
