A practical guide to understanding what the buyer really wants and how to build a winning response.

Think beyond the pests

Yes, this is about pest control.

But it's really about safeguarding a learning environment.

The University of Salford is looking for a partner who can ensure a safe, clean campus. One that supports students and staff without disruption.

The contract covers pest control services across the University Estate in the North West. You'll be dealing with a range of buildings and environments, each with its own challenges.

I'd focus on how your service protects the University's core activities. Not just the mechanics of pest control.

Remember who you're trying to convince

Universities have unique pressures.

Students, lecturers, researchers and support staff all rely on a smooth-running campus.

If I were evaluating bids, I'd be looking for a contractor who understands this complexity.

Consider how your pest control strategies integrate with the daily operations of a busy university.

The importance of prevention

Prevention is always better than cure.

I'd emphasise your proactive measures.

How do you prevent infestations before they start?

What systems do you have in place to monitor and manage potential risks across the estate?

Evidence always beats promises.

Evidence always carries more weight than promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it:

  • Case studies from similar university environments
  • Testimonials from educational institutions
  • Data showing reduced pest incidents over time
  • Clear examples of how you've handled challenging infestations

Pay attention to what they say

The tender documents will tell you what matters to the University.

Look for their emphasis on compliance and quality.

They'll likely have specific standards and regulations you need to meet.

And they might not be obliged to accept the lowest price. This means value for money and quality are key.

Show how you'll make life easier for the University

This is something I think suppliers often overlook.

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my services integrate seamlessly with the University's existing processes.

Consistency over the contract term

Consistency is crucial.

How will you ensure that your services remain top-notch throughout the contract?

I'd detail your approach to staffing. How do you handle absences, sickness and recruitment?

Discuss your inspection and review processes.

It's about maintaining high standards every day, not just at the start.

One thing I'd keep reminding myself

The University of Salford isn't just buying a pest control service.

They're buying peace of mind.

I'd make sure every part of my response ties back to that.

Common mistakes

Avoid submissions that:

  • Focus solely on pest control techniques without considering the campus environment
  • Lack evidence of past successes in similar settings
  • Overlook the importance of compliance and quality standards
  • Fail to demonstrate how you'll integrate with the University's processes
  • Ignore the need for ongoing consistency and reliability
  • Provide generic responses that could apply to any client
  • Underestimate the complexity of servicing a busy university estate

My Final Thoughts

The University of Salford is searching for more than just a pest control provider.

They're looking for a partner who understands the importance of a safe, undisturbed learning environment.

Your bid should reflect that.

While the documents don't specify the quality/price weighting, the absence of a requirement to accept the lowest bid suggests quality and value will be highly prized.

Focus on demonstrating your reliability, evidence of past success and how you'll make life easier for the University.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
