A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about the campus environment

Derby College Group isn't just asking for plumbing work.

They're asking for alterations that will fit seamlessly into the daily life of a busy educational campus.

Yes, you're making changes to a plumbing room workshop and classrooms.

But what they're really concerned about is minimising disruption to students, teachers and staff.

The work must be completed between 15 January and 26 February 2027.

That's a tight window.

And it's right in the middle of an academic term.

Don't underestimate the importance of compliance

The notice makes it clear.

Works are to be carried out in compliance with all applicable UK regulations.

This isn't just about ticking boxes.

It's about ensuring safety and operational standards are met without fail.

If I were evaluating bids, I'd be looking for clear evidence that you understand these regulations inside and out.

Talk about your track record on compliance.

Highlight your processes for staying up-to-date with the latest legislation.

Show them you take this seriously.

Pay attention to what they say

The intended outcome is to determine the most advantageous tender.

The MAT.

This isn't about who can do it cheapest.

It's about who can provide the best value.

They want a single contractor who can deliver quality, reliability and minimal disruption.

Price matters, but it's not the only thing.

Quality and reliability are crucial.

Remember who you're trying to convince

You're not just convincing procurement officers.

You're convincing the Estates team.

They're the ones who manage planned preventative maintenance.

They'll want to know you're not going to create more work for them.

Explain how you'll manage the project smoothly.

Show them you understand the demands of a Further Education campus environment.

Evidence always beats promises

It's tempting to make bold claims about your capabilities.

But evidence always carries more weight.

If you've completed similar projects in educational environments, shout about it.

Use real examples.

Showcase:

  • Previous work in educational settings
  • Testimonials from similar clients
  • Evidence of compliance with UK regulations
  • Examples of minimal disruption during past projects

These will speak louder than any generic promise.

Think about the people using the space

Yes, you're altering a plumbing room and classrooms.

But these are spaces used by real people every day.

Students, teachers and staff rely on these spaces to function smoothly.

I'd want to see exactly what happens when someone calls in sick.

How do you ensure coverage and continuity?

The buyer will be asking themselves these questions.

Make sure your submission answers them.

One thing I'd keep reminding myself

The end users are students and staff.

They need a safe, functional environment.

Every decision you make should be tested against this question:

"Does this make life easier for the people using the space?"

If it doesn't, rethink it.

Consistency over the whole term

The project might only last a few weeks, but consistency is king.

Standards should be maintained from start to finish.

Talk about how you'll handle unexpected absences.

Mention your recruitment and training processes.

Show them you have a plan for maintaining high standards throughout.

Common mistakes

Avoid submissions that:

  • Focus solely on price without addressing quality
  • Fail to demonstrate understanding of compliance requirements
  • Overlook the importance of minimal disruption
  • Make unsupported claims without evidence
  • Ignore the specific needs of an educational environment
  • Neglect to address project management and continuity
  • Assume generic solutions fit all campuses

My Final Thoughts

Derby College Group is looking for more than a plumbing service.

They're seeking a partner who understands the unique challenges of working within a Further Education campus.

This isn't about the cheapest bid.

It's about delivering the best value and maintaining high standards throughout the project's duration from 15 January to 26 February 2027.

Quality, reliability and minimal disruption are key.

That's where the focus of your written submission needs to be.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
