A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about what the school really needs

Portesbery School isn't just looking for new air conditioning units.

They're looking for a seamless installation that minimises disruption.

I know that sounds simple, but it's vital.

The school wants the work done by the end of the Easter holiday. That's your biggest clue.

The contract covers the supply and installation of air conditioning units across 20 classrooms, a meeting room and new spaces in the Post-16 building.

Deliver without disrupting learning

School environments are sensitive.

Disruption to learning is a critical concern.

If I were evaluating bids, I'd look for contractors who clearly understand this.

I'd want to see a plan that ensures teaching continues smoothly.

Think about:

  • Scheduling work outside of school hours
  • Minimising noise and dust
  • Clear communication with school staff about the daily plan

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you've successfully completed similar projects, showcase them.

Evidence of your past work will speak volumes.

  • Completed projects on time and within budget
  • Testimonials or references from previous clients
  • Photographs of past installations
  • Detailed case studies showing how you managed similar timelines

Pay attention to what they say

The school has made it clear that they want installations completed by the end of the Easter 2027 holiday.

That's not a suggestion. It's a priority.

Make sure your timeline aligns with this.

Explain how you'll meet this deadline and what contingencies you have if things don't go to plan.

The importance of a good team

Staffing.

Not equipment.

Not materials.

When it comes to a tight schedule, having the right people is crucial.

If I were writing this tender, I'd highlight my team's experience and reliability.

I'd want to see:

  • Profiles of key team members
  • Evidence of their experience with similar projects
  • How you'll handle staff absences or emergencies

Understand the end users

Remember, you're installing these units in a school.

The users are not just the teachers.

They're the students, some of whom may have special needs.

Consider how your installation will impact them.

I'd be looking for a bidder who recognises the school's unique environment and adapts their approach accordingly.

Don't underestimate the logistics

The project isn't just about putting units in classrooms.

It's about managing logistics.

Think about how you'll organise deliveries, store equipment and manage waste.

The school will not want their site cluttered.

Explain how you'll keep the project area tidy and safe.

One thing I'd keep reminding myself

Every proposal I write, I ask myself one question.

"Will my submission make it easier for the school to say yes?"

Remember, the school wants a partner who makes this project smooth and straightforward.

Show how you'll take the burden off their shoulders.

Common mistakes

Avoid submissions that:

  • Ignore the school's timeline for completion
  • Lack evidence of similar past projects
  • Fail to account for the specific needs of a school environment
  • Overlook the importance of communication with school staff
  • Present unclear plans for managing logistics on-site
  • Don't address how you'll minimise disruption
  • Neglect to detail how you'll handle staff absences

My Final Thoughts

Portesbery School is looking for a reliable partner.

They're not just buying air conditioning units.

They're buying peace of mind during a crucial school upgrade.

With a contract value of £100,000 and a strict timeline from 1 February to 9 April 2027, the pressure is on to deliver quality and speed.

Quality is the focus here.

That's what I'd build my submission around.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
