A practical guide to understanding what the buyer really wants and how to build a winning response.

The biggest clue is in the partnership

When I see a contract like this, I focus on the word "partnership".

Choice Housing Ireland Limited isn't just looking for a contractor.

They're seeking a team that will work with them — and that's a key difference.

Yes, you're completing RIBA Stages 4 and 5 for 36 new-build units.

But more importantly, you're co-developing performance indicators and ensuring continuous improvement.

Partnership isn't just a word.

It's the heart of what they're buying.

Don't just build. Integrate.

The contract calls for a fully integrated design team.

That means all design disciplines must work together seamlessly.

If I were evaluating bids, I'd be looking for evidence of successful integration.

Not just promises.

  • How have you coordinated design disciplines in the past?
  • What challenges did you overcome?
  • How did you ensure compliance with statutory and regulatory requirements?

These are the kinds of details that will set your submission apart.

Think about the end user

Remember, you're building homes.

Not just structures.

These homes will be lived in by families who rely on you to create a safe, comfortable environment.

Consider the impact of your design choices on these future residents.

  • How will your design enhance their quality of life?
  • What measures will you take to ensure safety and accessibility?

That's what I'd want to know if I were in Choice's shoes.

Pay attention to what they say

Choice is clear.

They want a team capable of delivering best practice efficiently and safely.

Regular performance assessments will be the norm.

That means your track record of maintaining high standards is crucial.

I'd emphasise past projects where you delivered continuous improvement and met rigorous standards.

Show how you'll make life easier for Choice

Every construction project creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my processes alleviate pressure on Choice.

  • What systems do you have in place to monitor performance?
  • How will you ensure transparency and communication?

Making their life easier is a win-win.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver excellent service.

Very few proved it.

If you have evidence, use it.

  • Case studies of similar projects
  • Client testimonials
  • Performance metrics from past contracts

These will carry more weight than any promise.

Consistency is key

The project spans over 18 months.

Consistency in delivery is what will keep Choice satisfied.

I'd focus on how you'll handle staffing continuity, quality control and meeting deadlines.

  • What's your plan for managing workforce availability?
  • How do you address potential delays or issues?

Consistency over time is often the hardest thing to deliver.

One thing I'd keep reminding myself

Every decision you make impacts real people.

Families will live in these units and use these spaces.

If I were you, I'd ask myself:

"Will this choice make life better for the residents?"

If the answer is yes, you're on the right track.

Common mistakes

Avoid submissions that:

  • Ignore the emphasis on partnership and collaboration
  • Lack evidence of integrated design experience
  • Fail to address statutory and regulatory compliance
  • Overlook the importance of end-user impact
  • Underestimate the need for continuous improvement
  • Provide generic promises without specific evidence
  • Neglect plans for maintaining consistency over the contract term

My Final Thoughts

Choice Housing isn't just seeking builders.

They're looking for partners who can deliver homes efficiently, safely and with continuous improvement.

The £6,750,000 budget and the 18-month duration mean there's room to show you can deliver value.

Quality will matter over price.

That's what I'd focus on in my submission.
