A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about the transformation, not just the tech

When I read this tender, one thing stands out.

It's not just about providing a new technology platform.

It's about transforming how Police Scotland operates.

The Scottish Police Authority needs a modern Corporate Technology Platform to replace outdated systems and provide an integrated digital solution. This includes an Enterprise Resource Planning (ERP) and Human Capital Management (HCM) Ecosystem, alongside hosting, integration, implementation, data migration, training, transition, support and professional services.

Don't underestimate the importance of integration

Yes, the platform itself is crucial.

But the integration of various systems is where real value lies.

If I were evaluating bids, I'd be looking for how well you can integrate disparate systems into a cohesive whole.

Show how your solution will seamlessly connect existing processes with the new Ecosystem.

Remember the people using the platform

Technology is only as good as its usability.

Police Scotland's officers and staff are the end users.

They need a system that's intuitive and easy to use.

I'd emphasise user-friendliness and how you'll ensure the platform is accessible to everyone, regardless of their technical expertise.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that bidders often make big promises.

But evidence is what convinces buyers.

If you've successfully integrated similar platforms before, provide case studies.

  • Show measurable improvements in efficiency
  • Highlight successful data migrations
  • Share user satisfaction scores from existing clients

Pay attention to what they say

The buyer is clear about their needs.

An integrated solution that supports key enabling services is essential.

I'd focus on how your platform meets these specific requirements.

They also mention options to extend the contract, which suggests they value long-term partnerships.

Show how you'll make life easier for Police Scotland

A good platform simplifies work.

A great one empowers users.

Explain how your solution will reduce administrative burdens and improve operational efficiency.

If I were writing this tender, I'd detail management processes that support these goals.

Consistency over the contract term

A seven-year contract, potentially extending to ten, demands consistency.

I'd want to know how you'll maintain service levels over the long term.

  • How will you handle staff turnover?
  • What's your plan for ongoing training?
  • How will you ensure system updates don't disrupt operations?

One thing I'd keep reminding myself

At the heart of this contract is a need to support policing in Scotland.

I'd keep asking, "How will this platform enhance the service Police Scotland provides to the public?"

Every answer should tie back to improving public safety and service delivery.

Common mistakes

Avoid submissions that:

  • Focus solely on technical specifications without addressing user experience
  • Lack evidence of successful integrations and data migrations
  • Overlook long-term support and maintenance requirements
  • Neglect the importance of training and user adoption
  • Ignore the local context and unique needs of Police Scotland
  • Fail to demonstrate how the platform will improve operational efficiency
  • Provide generic responses that don't reflect the specific tender requirements

My Final Thoughts

This tender is about more than technology.

It's about enabling Police Scotland to operate efficiently and effectively.

The contract, valued at £51,700,000 and running for up to ten years, emphasises quality and integration.

With such a significant investment, the written submission must clearly demonstrate how your solution will deliver and sustain the desired outcomes.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
