A practical guide to understanding what the buyer really wants and how to build a winning response.

Think beyond waste collection

This tender isn't just about picking up waste.

It's about ensuring the smooth operation of Thornton Waste Recovery Park without disruption.

Lancashire County Council is looking for reliability and efficiency in handling up to 75,000 Tonnes of Treated Residual Waste per year. They're splitting this into two lots, each handling up to 37,500 Tonnes. The contract runs from 31 May 2027 to 31 May 2029, with potential extension to 2031.

The key here is capacity and flexibility.

Understand the real challenge

Yes, the task involves collection and transportation.

But the real challenge is managing the logistics.

The Council wants to ensure that the waste is collected in articulated vehicles with payloads of 21 to 23 Tonnes. This isn't just a standard collection. It's about maximising efficiency.

They're paying for a minimum tonnage each year.

So, how will you manage fluctuations in waste volume?

Pay attention to what they say

Lancashire County Council is clear about their requirements.

They're procuring two lots and want to appoint a single provider for each. The emphasis is on capacity management. They will notify you of a Reserve Tonnage each year, and you'll need to make capacity available for this.

What does this mean?

Flexibility.

You must handle variations in waste volume without a hitch.

The importance of operational reliability

If I were evaluating bids, I'd be looking for operational reliability.

Can you consistently meet the collection schedule, including occasional Saturdays?

The Council needs assurance that you won't falter when there's a surge in waste or during maintenance periods.

Your response should detail how you'll manage staffing and equipment to handle these scenarios.

Evidence always beats promises

One thing I noticed when I worked in the public sector was the weight of evidence over promises.

If you've managed similar contracts, showcase it.

  • Provide testimonials from past clients
  • Share statistics on your collection reliability
  • Include case studies demonstrating your capacity management

Don’t just say you can do it. Prove it.

Show how you'll make life easier for the Council

This isn't just about waste recovery.

It's about reducing the workload for the Council.

Explain how your processes, communication and management make your service seamless for them.

If I were writing this tender, I'd highlight how my team anticipates and resolves issues before they reach the Council's desk.

Don't underestimate the importance of flexibility

The need for potential Saturday collections highlights a critical requirement.

Flexibility.

Can you adjust routes and schedules at short notice?

Your ability to adapt will be a deciding factor.

Make sure your bid addresses this directly.

Keep standards high over the contract term

Consistency is key.

How will you ensure high standards throughout the contract's duration?

Address staff training, equipment maintenance and regular performance reviews.

I'd want to see exactly what happens if there's a sudden increase in waste or if equipment fails.

Think about the people behind the process

At the end of the day, this is about people.

The Council, their staff and indirectly the community.

One thing I'd keep reminding myself is that every decision impacts them.

Ask yourself with every answer: does this make life easier for the Council and contribute to a cleaner environment?

Common mistakes

Avoid submissions that:

  • Ignore the need for flexible collection times
  • Overlook the importance of capacity management
  • Fail to provide evidence of past performance
  • Do not address how to handle fluctuations in waste volume
  • Overpromise without detailing how promises will be met
  • Neglect the importance of operational reliability
  • Forget to demonstrate how you'll reduce the Council's workload
  • Assume that the lowest bid will win without proving value

My Final Thoughts

Lancashire County Council is looking for a partner, not just a provider.

They need someone who can manage the substantial waste volumes at Thornton Waste Recovery Park with reliability and precision.

With a contract value of £39,700,000 over two years, potentially extending to four, there's a significant opportunity here. The emphasis on capacity and operational flexibility means your written submission carries weight.

Quality of service will likely be a major scoring factor.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
