A practical guide to understanding what the buyer really wants and how to build a winning response.

This isn't just about replacing pipes

When you read through the documents, it's clear that this isn't just about swapping out some old plumbing.

It's about maintaining the integrity of a vital educational facility.

The Dental Teaching Unit at Leith House isn't just a building; it's a place where future dental professionals are trained.

Your role in this contract is to ensure that this training can continue seamlessly, without hiccups.

The contract covers the replacement of dental suction and surgery waste pipework, but there's more to it.

This includes liaising for the removal and reinstallation of dental chairs, and completing associated building, mechanical and electrical works.

Think about the students and staff

Remember, this isn't just a construction site.

It's a live environment with students, staff and patients.

The buyer will be looking for a contractor who can work around these people, ensuring minimal disruption.

If I were evaluating this bid, I'd want to see evidence of your experience in similar settings.

Have you worked in busy, occupied environments before?

How did you ensure safety and continuity?

That's what they're looking for.

Don't overlook the role of Principal Contractor

This contract requires you to act as the Principal Contractor under the Construction (Design and Management) Regulations 2015.

This isn't a title to be taken lightly.

It means you're responsible for the health and safety of everyone involved in the project, including subcontractors.

If I were writing this tender, I'd make sure to clearly outline how I plan to manage this responsibility.

Pay attention to what they say

The buyer is very clear about what's important here.

They mention "health and safety, infection prevention and control, stakeholder communication and programme delivery".

These aren't just buzzwords.

They're priorities.

You'll need to show how you plan to address each one.

For health and safety, consider how you'll manage risk assessments and site inductions.

For infection prevention, think about your hygiene protocols.

For communication, how will you keep everyone informed and minimise disruption?

Evidence always beats promises

It's one thing to say you'll deliver on these priorities.

It's another to prove it.

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

  • Case studies from similar projects
  • Testimonials from past clients
  • Awards or recognitions in your field
  • Safety records and accident statistics
  • Examples of effective communication strategies

The importance of programme delivery

The construction period is tight — just six weeks.

That means every day counts.

If I were evaluating this tender, I'd be looking for a detailed programme plan.

How will you ensure you stay on track?

What contingencies do you have in place for delays?

Programme delivery is crucial.

Show how you'll make life easier for the Health Board

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd explain how I plan to make life easier for the Health Board.

How will you manage stakeholder communications to keep everyone informed?

What systems do you have in place for reporting progress and handling issues?

One thing I'd keep reminding myself

At the heart of this contract are the people who use the Dental Teaching Unit.

The students learning their craft.

The staff delivering education and care.

And the patients receiving treatment.

Every part of your bid should keep them in mind.

How will your work support their needs?

How will you ensure they can continue their vital roles with minimal disruption?

Common mistakes

Avoid submissions that:

  • Fail to demonstrate experience in occupied healthcare environments
  • Overlook the importance of acting as Principal Contractor
  • Skimp on details regarding health and safety protocols
  • Lack evidence of successful stakeholder communication
  • Ignore the tight programme delivery requirements
  • Provide generic statements without specific, relevant examples
  • Underestimate the complexity of managing subcontractors
  • Fail to address infection prevention measures adequately

My Final Thoughts

The University Health Board isn't just looking for someone to replace some pipes.

They're looking for a partner who understands the importance of this facility and the people it serves.

With a contract value of £80,000 and a quality-focused approach, your written submission needs to really stand out.

Quality will be key here.

The anticipated construction period is just six weeks, but the impact of the work will be felt long after.

Focus on the people, the safety and the seamless continuation of education and care.

That's what they're really looking for.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
