A practical guide to understanding what the buyer really wants and how to build a winning response.

The real focus isn't the boilers

This might sound odd.

Yes, you're replacing steam boilers.

But the MHRA isn't just looking for new equipment.

They're seeking a partner who can ensure safety and continuity at a live medical-research facility.

A place where disruption can have serious consequences.

The contract covers the design, supply, installation, testing, commissioning and handover of new steam-boiler systems at the MHRA Laboratories in South Mimms.

Three existing gas-fired boilers are out, two new electric ones are in.

But it's not just about swapping hardware.

It's about keeping the facility operational and safe throughout.

Think about the people relying on steam

This isn't just a technical exercise.

Remember, the end users are researchers and medical staff who rely on steam to conduct their work.

Uninterrupted steam supply is crucial.

They can't afford delays or hiccups.

Not even one.

You'll want to show how your approach will maintain continuity at all times.

Outline your plans for temporary measures or phased work to ensure there's no break in service.

That's what I'd focus on.

Pay attention to what they say

The MHRA is clear about its priorities.

Safety, coordination and maintainability are key.

They're asking for a technically credible design and an executable programme.

This isn't about making bold promises.

It's about delivering a well-thought-out plan that addresses every stage from design to handover.

They also want clarity on risk allocation and social value.

Make sure your submission reflects these concerns.

Evidence always beats promises

One thing I noticed when I worked in the public sector: many bidders promise the earth.

Few provide proof.

If I were evaluating bids, I'd be looking for solid evidence.

  • Examples of past projects with similar complexity
  • Testimonials from clients in high-stakes environments
  • Data on project timelines and safety records
  • Plans for managing live site conditions and continuity

Don't just say you'll do it.

Show that you can.

Don't underestimate the live site challenge

Working in a live medical-research facility is no small feat.

Access is controlled.

Safety is paramount.

You need to demonstrate your understanding of these constraints.

How will you manage site access?

What measures will you take to ensure safety and minimise disruption?

Think about phased work schedules or night shifts to avoid peak activity times.

That's the kind of detail that shows you get it.

Risk management isn't just a box-ticking exercise

Risk management is a major theme here.

The MHRA wants risks around interface, access, electrical capacity and commissioning laid out clearly.

This isn't about avoiding risk.

It's about showing you understand it and can manage it.

Outline how you'll approach each risk area.

Be transparent about your strategies and contingencies.

That's what will set you apart.

Consistency over the whole term

Consistency is the hardest thing to deliver.

And the most important.

How will you ensure continuity if someone is ill or equipment fails?

What are your plans for training and recruitment?

Will you have regular performance reviews or inspections?

I'd want to see exactly what happens when something unexpected arises.

That's how you reassure a buyer you're the right choice.

One thing I'd keep reminding myself

The true test isn't just delivering the boilers.

It's about maintaining the facility's operations without a hitch.

Every decision should consider the impact on the researchers and staff.

I'd keep asking myself, "Does this plan ensure their work continues smoothly?"

That's the mindset I'd encourage.

Common mistakes

Avoid submissions that:

  • Focus solely on technical specs and overlook operational continuity
  • Promise safety without providing evidence of past performance
  • Ignore the complexities of working in a live site environment
  • Underestimate the importance of risk management and clear allocation
  • Fail to outline a clear, phased programme for installation and commissioning
  • Overlook the need for social value commitments
  • Assume the lowest price will win without considering quality criteria

My Final Thoughts

The MHRA is looking for a contractor who can deliver more than just new boilers.

They're seeking a partner who can ensure safety, continuity and a smooth transition at a live site.

With a contract value of £5,833,333 and a term from January 2027 to April 2028, there's significant opportunity here.

But remember, it's not just about price.

This tender will be awarded to the most advantageous offer, which means your written submission needs to highlight quality, safety and risk management.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
