A practical guide to understanding what Nottinghamshire County Council really wants and how to build a winning response.

Don't just see the numbers, see the people

When looking at the tender, it's easy to get caught up in the big numbers.

£995 million is no small figure.

But what Nottinghamshire County Council is really procuring isn't just residential and nursing care. It's a framework of trust and reliability for adults with diverse and significant needs.

This framework covers a wide range of services. From standard placements to highly specialised care arrangements for individuals with learning disabilities, autism, mental health needs, physical disabilities, brain injuries and sensory impairments.

Think about the lives you'll touch

The Council is looking for providers who understand the complexities of caring for vulnerable adults.

And sometimes young people.

While the primary focus is on adults, there are provisions for those aged 16 or 17, provided the care home meets all regulatory requirements.

You’re not just delivering a service.

You're impacting lives.

Winning a place is just the beginning

This is a framework.

Winning a place doesn't guarantee work.

It positions you to be considered for future call-offs.

The real benefit is being in the Council's go-to list when they need to place individuals quickly.

Pay attention to what they say

The Council spells it out clearly.

They reserve the right to add more providers to this framework in the future.

That means staying on top of your game even after winning a place.

Quality matters.

Evidence always beats promises

In my time in the public sector, I saw many bidders make promises.

Few backed them up with evidence.

If I were submitting for this framework, I'd focus on showcasing:

  • Successful case studies of similar care provision
  • Staff qualifications and ongoing training programmes
  • Systems for ensuring compliance with CQC and Ofsted standards
  • Testimonials from families and service users
  • Data on outcomes achieved for service users

What happens when the landscape changes?

Local Government Reorganisation is on the cards.

This could mean changes in governance or boundaries.

Your submission should show flexibility and readiness to adapt to these changes.

I'd want to see how you plan to manage transitions smoothly without disrupting service.

Keeping consistency over a decade

This framework could last up to ten years.

Consistency is key.

You'll need to demonstrate how you ensure consistent quality over such a long period.

Think about staffing.

How will you manage recruitment, training and retention?

What about inspections and performance reviews?

Be prepared for both direct awards and competitions

Once on the framework, placements can be awarded directly or through mini-competitions.

Both require different strategies.

Direct awards need you to be visible, reliable and priced right.

For mini-competitions, you'll need to be quick and precise in your responses.

Common mistakes

Avoid submissions that:

  • Overpromise without concrete evidence
  • Fail to address the specific needs of the service users
  • Ignore the potential impacts of Local Government Reorganisation
  • Take a one-size-fits-all approach to care provision
  • Lack clarity on how they will ensure consistency over ten years
  • Overlook the importance of regulatory compliance
  • Assume winning a place means guaranteed work

My Final Thoughts

This isn't just about providing care.

It's about being a reliable partner for Nottinghamshire County Council.

The framework is worth an impressive £995 million and runs until 2033, with the potential to extend to 2037.

But remember, quality is weighted more than price here.

The Council is looking for a commitment to high standards and adaptability over the long term.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
