A practical guide to understanding what the buyer really wants and how to build a winning response.

The biggest clue isn't just about roofing

When you first look at this contract, it might seem like it's all about roofing.

But it's not just about patching up the roofs.

It's about maintaining a safe and reliable environment at Sunderland Royal Hospitals, South Tyneside District Hospital and all satellite sites.

The contract covers upkeep from 1 November 2026 to 31 October 2029, with a possible extension to 2031.

Think beyond just fixing tiles.

Don't underestimate the importance of reliability

Hospitals are busy places.

They can't afford disruptions.

If I were evaluating bids, I'd be looking for a contractor who can demonstrate reliability.

Can you handle emergency repairs at short notice?

Will you be proactive in identifying potential issues before they escalate?

That's what I'd focus on in your submission.

Understand who you're working for

Remember, you're not just working for the hospital's facilities team.

You're working for the patients and staff who rely on a safe environment.

Think about how your work will impact them.

Less noise, minimal disruption and utmost safety are key.

Pay attention to what they say

The buyer wants to see value for money.

They've set a contract value of £590,000.

But remember, they're not obliged to accept the lowest price.

Quality matters.

If I were writing this tender, I'd make sure to balance cost with quality service.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

Show past projects where you've maintained high standards in similar environments.

  • Testimonials from previous clients
  • Case studies highlighting problem-solving abilities
  • Performance metrics and satisfaction surveys

Think about long-term management

This contract isn't just about starting strong.

It's about maintaining standards over three to five years.

Consider how you'll manage staffing for consistency, especially during holidays or when someone is off sick.

How will you ensure inspections and performance reviews are carried out regularly?

Consistency is key.

Remember the local context

This contract is situated in the North East.

Consider the local weather conditions and how they might affect roofing maintenance.

Your familiarity with the area and its challenges could be a strong selling point.

Show how you'll make life easier for the hospital

Every contract creates work for the client.

The best contractors reduce that workload.

Explain how your processes will make life easier for hospital management.

How will you communicate and report back?

What systems do you have in place to ensure transparency and accountability?

Common mistakes

Avoid submissions that:

  • Focus solely on cost without addressing quality
  • Lack evidence of past performance in similar settings
  • Overlook the importance of reliability and emergency response
  • Fail to consider the impact on hospital operations and environment
  • Ignore the local context and specific site challenges
  • Provide generic solutions not tailored to the hospital's needs
  • Don't demonstrate long-term management strategies

My Final Thoughts

The buyer is looking for more than just a contractor.

They're looking for a partner who understands the importance of maintaining a safe, disruption-free environment for hospitals.

With a contract value of £590,000 and a duration from 2026 to 2029, extendable to 2031, quality is vital.

It's not just about the price.

It's about proving you can deliver consistent, high-quality service over the term.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
