A practical guide to understanding what the buyer really wants and how to build a winning response.

The real focus isn't just training

When I first read this tender, what stood out wasn't just the need for safeguarding training.

Leicestershire County Council wants more than just knowledgeable trainers.

They want partners who can instil a deep understanding of child protection in schools across the county.

This isn't just about delivering courses.

It's about embedding a culture of safety.

The contract covers the delivery of Safeguarding Awareness training to schools in the East Midlands, with a focus on experience and qualifications.

Think about the impact on schools

Yes, you're training school staff.

But the real impact is on the children.

Every school has its own challenges and vulnerabilities.

If I were evaluating bids, I'd be looking for providers who understand the diversity of school environments.

How will you tailor your training to different school contexts?

What most bidders will miss

Many providers will focus on their course content.

They'll list topics and learning outcomes.

But that's just the start.

I'd go beyond that.

Explain how you'll engage staff and ensure they retain the key messages.

Most importantly, how will you measure the effectiveness of your training?

Evidence always carries more weight than promises

One thing I noticed when I worked in the public sector was that every bidder claimed they were the best.

Few proved it.

Use evidence to stand out.

  • Testimonials from past clients
  • Case studies showing positive outcomes
  • Data on training effectiveness
  • Accreditation or professional endorsements

Pay attention to what they say

Leicestershire County Council is clear.

They want experienced and suitably qualified trainers.

That tells me they're looking for credibility.

They want to see a track record of delivering effective safeguarding training.

This isn't the time for generalist training providers.

They want specialists who understand child protection in an educational context.

One thing I'd keep reminding myself

Remember who you're trying to protect.

The training you deliver ultimately safeguards children.

I'd keep asking myself, "How does this training make schools safer for children?"

That's the question to test every answer against.

The challenge of consistency

Training isn't just a one-off event.

It's about maintaining standards over time.

I'd want to see exactly how you'll ensure consistency in delivery, especially if the contract is extended to 2030.

What happens if a trainer is unavailable?

How will you keep your content up-to-date with new safeguarding regulations?

Show how you'll make life easier for schools

Every training session creates work for school staff.

The best training providers reduce that workload.

I'd explain how my approach makes it easy for schools to implement safeguarding measures.

How will your training integrate with existing school policies?

Common mistakes

Avoid submissions that:

  • Focus solely on course content without context
  • Lack evidence of past success
  • Ignore the specific needs of different school environments
  • Fail to demonstrate trainer qualifications and experience
  • Offer generic, non-specialised training
  • Overlook the importance of measuring training effectiveness
  • Neglect to explain how you'll support schools post-training

My Final Thoughts

Leicestershire County Council is looking for more than just trainers.

They want partners who can enhance the safeguarding culture in schools.

With a contract value of £20,000 and a potential duration extending to 2030, it's clear they're investing in long-term safety.

Quality matters here. If I were bidding, I'd ensure my written submission reflects that, focusing on evidence and impact.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
