A practical guide to understanding what Melton Borough Council really wants and how to build a winning response.

Think about more than just the refurbishment

When you first read through this project, it's tempting to focus purely on the refurbishment tasks.

Redecoration, new carpets, fresh furniture.

Yes, these are the tasks at hand.

But the ultimate goal is to create a welcoming and comfortable environment for everyone who uses Bradgate Flats.

Tenants. Visitors. Staff.

If I were evaluating bids, I'd be looking for a contractor who understands that this is about creating a home-like atmosphere, not just ticking off a list of jobs.

What the contract actually covers

Let's be clear about the specifics.

Melton Borough Council needs redecoration of communal areas and part of the communal lounge.

New carpets and furniture in those spaces.

New seating, lighting and a garden area refresh.

Privacy film on windows and renewal of the side gate.

Essentially, it's a one-off project aimed at internal and external cosmetic improvements.

Pay attention to what they say

The council has been clear.

This isn't just about making things look nice.

It's about "cosmetic and aesthetic improvements for the tenants, visitors and staff of the scheme."

They're not obliged to accept the lowest price.

Quality matters here.

That's what I'd build my submission around.

Don't underestimate the importance of community spaces

The communal lounge and garden area aren't just spaces.

They're vital parts of the tenants' daily lives.

Places for socialising, relaxing and community interaction.

Your proposal should reflect an understanding of these spaces as community hubs.

How will your work enhance these experiences?

Show how you'll minimise disruption

Renovation work inevitably causes some disruption.

But how will you keep it to a minimum?

I'd want to see a detailed plan for managing noise, dust and access during the refurbishment.

The council and the residents will appreciate knowing that you've thought this through.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver excellent service.

Very few proved it.

If you have evidence, use it.

  • Testimonials from similar projects
  • Case studies demonstrating successful outcomes
  • Photos of previous work that transformed spaces
  • Awards or recognitions in the field

These aren't just add-ons.

They can make the difference.

How you'll make life easier for the council

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my management processes make life easier for the council's project officers.

Regular updates.

Clear communication.

Effective site management.

One thing I'd keep reminding myself

In projects like these, it's easy to get lost in the details of paint colours and carpet textures.

But remember who's at the centre of this work.

The tenants.

Everything you propose should be tested against the question: "How does this improve their living environment?"

Common mistakes

Avoid submissions that:

  • Focus solely on cost without addressing quality
  • Ignore the importance of minimising disruption
  • Lack evidence of past project success
  • Overlook the significance of communal spaces
  • Fail to provide a detailed project timeline
  • Miss the opportunity to demonstrate how you'll reduce the council's workload
  • Don't address the specific needs of tenants, visitors and staff

My Final Thoughts

Melton Borough Council is looking for more than just a refurbishment contractor.

They want a partner who understands the impact of these improvements on the community at Bradgate Flats.

The project value is £125,000, with a focus on quality over price.

With a clearly defined duration from 18 January 2027 to 22 March 2027, this project will require careful planning and execution.

Quality is what they're buying.

That's what your written submission needs to convey.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
