A practical guide to understanding what the buyer really wants and how to build a winning response.

Don't just build. Create a landmark.

This isn't just another construction project.

It's about creating a landmark in the heart of London.

The Crown Estate is looking for a contractor to undertake the main works for St James Market Phase 2. This includes a new CAT A office building, refurbishing the historic Carlton Cinema and more. It's a significant project with a value of £322 million and a duration from June 2027 to January 2031, extendable to 2033.

You're not just building, you're shaping a part of London's future.

Think about heritage and modernity

Balancing old and new.

That's what this project is about.

The Carlton Cinema is Grade II listed. Preserving its historic charm while integrating it into a modern development is key. If I were evaluating bids, I'd look for a contractor who understands the delicate balance between heritage conservation and modern construction needs.

Pay attention to what they say

The Crown Estate is clear about their priorities.

Quality is at the forefront, with a focus on value for money. They aren't obliged to accept the lowest price, which tells me they're looking for a partner who can deliver excellence rather than just cost savings.

Emphasise how your approach aligns with this ethos.

Evidence always trumps promises

Promises are easy to make.

Evidence is what's needed.

Showcase previous projects where you've successfully balanced modern construction with heritage preservation. Highlight your experience with complex urban developments and your ability to work within strict conservation guidelines.

  • Case studies of similar projects
  • Testimonials from satisfied clients
  • Awards or recognitions for quality and excellence
  • Documented processes for managing heritage sites

Remember the end users

Who will use these spaces?

Office workers, retail customers and cinema-goers.

Think about how your construction methods will impact their experience. Minimising disruption, ensuring safety and delivering on time—these are critical.

Show how you'll manage these aspects effectively.

Don't underestimate the complexity

This isn't a straightforward build.

Multiple elements are at play: office spaces, retail units, public realms and substations. Not to mention, overseeing the demolition contract.

Your response should demonstrate a clear understanding of each component and how they'll be managed cohesively.

Demonstrate operational management

Consistency is crucial.

How will you maintain standards throughout the project duration? From staffing to supply chain management, detail how you'll ensure smooth operations. I'd want to see exactly how you'd handle unforeseen challenges.

Think about sustainability

Modern construction demands sustainable practices.

The Crown Estate will likely prioritise contractors with a strong commitment to sustainability. Highlight your sustainable building practices and how they align with environmental regulations and goals.

My Final Thoughts

The Crown Estate is looking for more than just a builder. They're seeking a partner who can deliver a project that respects London's past while looking to its future.

This is a substantial contract with a total value of £322 million, with the potential for extension. The quality of your submission will be crucial. Demonstrating value for money, a deep understanding of heritage and modern construction and a commitment to sustainability will be key.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
