A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about what water hygiene really means

St Edmunds College isn't just looking for someone to check their water systems.

They're looking for peace of mind that their water is safe, reliable and compliant every day of the year.

Yes, the contract is about water hygiene services.

But the real prize is ensuring a safe environment for students and staff.

This contract covers the college's water hygiene services from 1st November 2026 to 31st October 2029, with an option to extend to 31st October 2031.

Don't just promise compliance — prove it

Every bidder will claim they meet the legal standards.

If I were evaluating bids, I'd want to see evidence.

Not just statements of intent.

Provide solid proof of your track record in maintaining compliance in similar settings.

  • Case studies from educational institutions
  • Testimonials from previous clients
  • Certification from recognised bodies
  • Details of audits and inspections you've passed

Pay attention to what they say

The documents make it clear that the decision will be based on the most advantageous tender.

That tells me price isn't everything.

Quality matters.

They'll be weighing your proposal against specific criteria, and you'll need to hit those marks clearly.

I'd focus on showing how my approach aligns with their stated requirements and evaluation criteria.

Remember who you're trying to convince

Your audience isn't just the procurement team.

It's the college.

The students, staff and visitors who rely on safe water every day.

Think about the concerns of those who use the facilities.

  • Consistent water quality
  • Quick response to any issues
  • Clear communication channels

That's who you're really writing for.

Explain how you'll maintain standards over time

It's one thing to start strong.

But how will you maintain that standard over the duration of the contract?

I'd describe my plan for regular maintenance, staff training and how I handle absences or emergencies.

Make it clear your standards won't slip.

  • Regular performance reviews
  • Ongoing staff training programmes
  • Contingency plans for unexpected issues

Show how you'll make life easier for the college

Every contract means extra work for the client.

The best suppliers make that workload lighter.

If I were writing this tender, I'd explain how my systems and processes reduce the college's burden.

  • Streamlined reporting
  • Proactive communication
  • Efficient scheduling that fits around college activities

Evidence always beats promises

It's easy to say you'll deliver a great service.

But how will you prove it?

Evidence has more weight than promises.

Showcase the data and documents that back up your claims.

  • Performance statistics from similar contracts
  • Satisfaction survey results
  • Detailed project plans and timelines

The site visit is a golden opportunity

While not mandatory, attending the site visit on 12th October 2026 is a chance to gain valuable insights.

It helps you understand the layout, the facilities and the specific challenges you might face.

Even if you can't attend, mention in your bid how you plan to address any potential issues.

Common mistakes

Avoid submissions that:

  • Lack specific evidence of past performance
  • Focus solely on price without addressing quality
  • Ignore the evaluation criteria set out by the college
  • Fail to outline how you'll maintain service standards over time
  • Overlook the college's specific needs and concerns
  • Miss the opportunity to demonstrate value beyond compliance

My Final Thoughts

St Edmunds College is looking for more than a service provider.

They're looking for a partner who can ensure their water systems are safe and compliant throughout the contract term.

With the contract running for three years, possibly extending to five, they need confidence in your ability to maintain high standards consistently.

Quality is key here.

With a focus on the most advantageous tender, your written submission needs to demonstrate not just compliance but value, reliability and true partnership.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
