A practical guide to understanding what the buyer really wants and how to build a winning response.

Don't get caught up in the vehicle list

When you first look at this framework, it might seem like it's all about the vehicles.

But Scotland Excel is looking for more than just a supplier of refuse collection vehicles, road sweepers and gritters.

They're looking for a partner who can reliably supply and deliver a wide range of heavy and municipal vehicles across all 32 council areas in Scotland.

It's about coverage, consistency and being able to adapt to a diverse set of needs.

This framework isn't just about the vehicles.

It's about the service behind them.

Think about the councils' challenges

Each of Scotland's 32 councils will have its own distinct needs.

Some might focus on refuse collection.

Others could be more interested in specialist vehicles like gully emptiers or aerial platforms.

If I were writing this tender, I'd be thinking about the unique challenges each council faces.

And how I can help them solve those.

I'd be looking to show how my service can adapt to different requirements, ensuring each council gets exactly what they need.

Pay attention to what they say about alternative fuels

The inclusion of alternatively fuelled vehicles is a clear signal from Scotland Excel.

They're serious about sustainability.

And they want suppliers who can offer electric, hydrogen or hybrid options.

If I were evaluating bids, I'd be looking for suppliers who don't just offer these options, but who can also demonstrate the benefits and efficiencies of using them.

Consider how you can emphasise your capability in this area.

Show you understand specialist services

This isn't just about delivering vehicles.

It's about offering specialist body building services too.

Think about how you can demonstrate your expertise in this area.

Consider any past projects or clients where you've provided such services.

And present this evidence clearly in your response.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder promised to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

  • Case studies of previous vehicle deliveries
  • Testimonials from satisfied councils
  • Data on delivery times and reliability
  • Examples of past projects involving specialist body building services

These real-world examples will carry more weight than any promise you make.

Don't overlook the framework structure

Remember, this is a framework.

Winning a place isn't about getting a contract today.

It's about being positioned to win future work.

Think about how you can demonstrate your capacity to supply consistently over the whole 720 days.

The councils and Scotland Excel will be looking for reliable partners for the long term.

What makes you the easy choice for direct award?

Once you're on the framework, work can be awarded through direct awards or further competitions.

To be the easy choice for a direct award, you need to be visible, known and priced sensibly.

Think about how you can make your offer stand out, so buyers don't feel the need to run a competition.

Get ready for further competitions

Further competitions are where you might be competing against other framework suppliers.

These aren't the same as your initial framework submission.

They'll be more specific and focused on particular requirements.

Be prepared to turn these around quickly and efficiently.

Show that you're ready to respond to these opportunities as they arise.

Common mistakes

Avoid submissions that:

  • Focus solely on the types of vehicles without discussing service or delivery
  • Overlook the importance of alternative fuel options
  • Fail to demonstrate past experience or provide evidence
  • Ignore the unique challenges faced by different councils
  • Assume that winning a place on the framework guarantees work
  • Neglect to outline how you'll manage delivery over the full term
  • Miss the opportunity to highlight specialist services

My Final Thoughts

This framework is a significant opportunity.

Scotland Excel isn't just looking for vehicle suppliers; they're looking for partners who understand the complexities of supplying across varied council needs.

The framework is valued at £100,000,000 over a 720-day period.

With such a large value, the emphasis will be on quality and reliability.

Winning a place on this framework is the first step.

The real opportunities will come through direct awards and further competitions.
